Order regarding an amendment to Section 4-77 of the Code of Ordinances relative to removing the moratorium on outdoor wood boilers and adopting new regulations permitting their use.

ACTION: Council action anticipated.
Summary:
Per the Council’s request, the Conservation Commission, working with Planning staff, has developed draft outdoor wood boiler ordinance language which reflects the policy direction recommended by the Conservation Commission at its September 8 meeting and approved by the Council at its September 22 meeting.

Attached documents include the Town’s existing regulations governing outdoor wood boilers (Code of Ordinances, Section 4-77); the minutes from the 5/29/07 Council Meeting when the existing moratorium was adopted; the proposed new outdoor wood boiler ordinance language; excerpted definitions from the Zoning & Site Plan Review Ordinance for reference; and the State’s current outdoor wood boiler regulations.
