Please find attached a copy of the proposed Council Rules, including a marked-up version and clean/final version. Several necessary changes have been identified since the Council's order to adopt the most recent amendments on May 27, 2008. The following is a memo from Councilor Wrobleski explaining the changes.

up of typos, renumbering mistakes, or deletion of duplicate rules, but here are some substantive changes and issues: 1. New section 23, (former Section 28), should have had the first part deleted, as the text which concerns waiving the rules was re-drafted in new Section 16(F). Also, there should be some mechanism in the rules for amendment of the rules. Stating that amendments shall be by order of the Council should be sufficient.
2. The end of section 11 should read "and before noon, two business days prior to the day of any other regular meeting." The wording of the original rule is incredibly unclear.
3. Section 1 requires that, if the date for the regular meeting falls on a holiday or on election day (it never should), then the meeting "shall be held on the following Wednesday." I don't think we have done this in the past, and I think we need to recognize when we reschedule, that we violate the rules if our regular meeting is not on the following Wednesday. No change is recommended, but I thought it important to point this out, because our practice has not always clearly followed this rule. |
