Meeting called to order at 7:40am
Roll Call: Wayne Mosley, Michelle Gottschlich, Mary Lou Isaac, Dave Nichols, Beth McDaniel. Absent: Mike Flavin, Jeff Albrinck, Molly McMahon
Approval of Minutes: Motion to approve the minutes made by Michelle Gottschlich; seconded by Beth McDaniel. Motion passed.

Cary Belyea, SwimSafe Pool Management –
· President and General Management of SwimSafe
· 20 years in the aquatics business – lifeguard, pool manager, pool company manager, company owner. Once was president of Cincinnati Pool Mgmt., and oversaw the Evendale Pool; therefore, he is familiar with our facility.
· Goals are safety, clean & safe facilities, and great customer service.
· He makes an effort to know individual employees and motivation each individual person to achieve goals. He creates a positive working experience, and works to instill good work habits that workers can use throughout their lifetime.
· To be hired, applicants must fill out an application, give a letter of reference and supply three references. If they are hired, they will be given a manual to study. They are tested on the material contained within the manual. Additional training and testing will be done throughout the year. Lifeguards are given raises if they gain additional lifeguard and safety certifications.
· Cary will be on site at least four times a week, and he is always on call.
· SwimSafe will have swim lessons and water aerobics. Guards will be paid time and one-half to teach swim lessons. SwimSafe also has the resources to help with our special programs, and any additional programs such as a “splash-in” movie night, scuba lessons, underwater hockey, etc.
· This is their first year in business. They intend on managing a small number, 5-10 pools, thus keeping quality up. They have verbal commitments from a couple other pools.
· They have an electrician and a plumber on staff, as well as others to handle emergencies that may arise.
· SwimSafe already carries the amount of insurance required by the bid request.
· Dave Nichols was approached this year about joining a group of other communities to purchase pool chemicals; if that bid price is cheaper than SwimSafe’s charge, Cary would be open to re-negotiating the cost.
Gary Toner, Cincinnati Pool Management –
· Cincinnati Pool Management (CPM) is one of the biggest and oldest pool management companies in the area. They manage over 175 pools; therefore, they have a large capacity of staff, especially for special events, Swim Team Championships, back to school time, etc. Many are year-round staff.
· Large enough to handle lifeguard shortages, equipment malfunctions, etc, and enough money in the bank to cover their payroll and costs if something happens to pool management payments coming in. Also, large enough to have the staff, company vehicles, and warehouse for supplies. They are not dependant on outside suppliers.
· They have an established friendship with the lifeguards and others at the Evendale facility.
· CPM uses local suppliers for their local office; some suppliers for offices across the nation.
· They carry more insurance than the bid requires.
· CPM has all the training manuals and paperwork already in place, nothing needs to be developed.
· Gary sits on the Red Cross Safety board and has an excellent relationship with the Hamilton County General Health Department.
· Gary and Ben Harris, another CPM employee, are both familiar with opening this pool; therefore, it opens on time.
· Gary is personally at the pool every week doing reports and summaries on the facility.
· Dave Nichols was approached this year about joining a group of other communities to purchase pool chemicals; if that bid price is cheaper than Cincinnati Pool Management’s charge, Gary would be open to re-negotiating the cost. He is always looking for ways to cut costs. CPM’s purchasing power helps to keep costs down.
· They carry professional liability insurance protecting guards from any lawsuits that might occur relating to the pool.
· Gary’s cell phone is on 24/7. If it is busy it goes to a paging/messaging system and someone will return the call shortly. His consultations are always free.
Comments regarding presentations:
· CPM’s cost may be more since it is a larger company.
· CPM has done a fine job, and is very knowledgeable. SwimSafe is starting; therefore they are likely to go the extra length to make everything right. Cary did a good job when he worked for CPM and ran our pool.
· CPM has improved the pool situation. SwimSafe did an impressive proposal and has experience with Evendale and the pool.
· $25,000 is a lot of money and the Commission owes it to the community to control costs.
· The Village Chief Finance Officer reviewed the bid and is comfortable with the amount of insurance required in the bid.
Recommendation is to continue using a pool management company, and accept the SwimSafe bid, made by Beth McDaniel; seconded by Mary Lou Isaac. Recommendation passed.
Old Business:
Tri-Health Report – no discussion
Trail Report –
· Gorman Farm is on board. Tom Shanks, the farm’s civil engineer, is also on board.
· Tuesday, December 6th, 7:00pm will be another open house forum at the Recreation Center.
Director’s Report:
· Commission will only receive one bid for the fitness center. Bids are due to the Village for opening on Friday, November 18th. The Mayor and Dave will see what the amount is, then decide what direction to take about the management of the fitness center.

Open Discussion:
· Concern expressed about the morning meeting time in relation to the Phi representative’s school schedule. Meeting time will also have to be checked with 2006 members.
· A December meeting will be held on Tuesday, December 6th at 6:00pm.
· A sincere “thank you” was given to Beth McDaniel and Mike Flavin for their time on Commission.
