PLANNING COMMISSION MEETING MINUTES
November 6, 2012
EVENDALE MUNICIPAL BUILDING
The regularly scheduled meeting of the Evendale Planning Commission (EPC) was called to order by EPC Chairman (Council Representative) Doug Lohmeier at 5:30 PM on November 5, 2012. Attending were EPC members Chris Patterson and Mark Ferguson. Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin (Building Department Clerk), James Dobrozsi (Architectural Review Board Member), and Kathy Farro (Legal advisor to EPC).
Old Business:
1. Netherlands Rubber Co.
Mr. Fran Barrett on behalf of Tim Clarke, Netherlands Rubber Co. addressed the EPC. From our previous meeting, he followed up with proposed changes to the Zoning Code on behalf of his client. As part of the follow up, Mr. Barrett and Mr. Clark met with Jack Cameron and Tim Burke. Mr. Barrett noted for the record that he is satisfied with the information that his client received and has no objections moving forward with the proposed changes.
New Business:
1. Evendale Design Guidelines - Craig Gossman
Criag Gossman gave Planning Commission an overview of the proposed Design Guidelines. He walked through their intent, their development process, and the scope of the Guidelines.
Currently, the Guidelines were expected to cover three areas; the Town Center, North Reading Road, and South Reading Road. The guidelines formalize the process used by EPC to successfully mitigate the impact of various developments on the surrounding community and proximate neighbors. The guidelines include the use of buffers on the streetscape, enhanced landscaping, material guidelines and examples of architecture that would be representative of the intent the Guidelines were trying to achieve.
The majority of the discussion revolved around how best to implement the Guidelines, whether to make the guidelines a requirement for submissions or whether to leave them as Guidelines to better allow staff to work through the myriad of issues as a normal part of the development process.
Planning Commission clearly wanted to make sure that the Guidelines would be followed by all prospective applicants but as Doug Lohmeier pointed out the Village needs to be concerned with making sure the business community has the option of working with the Village and that the costs of the Guidelines are within reason to landowners and developers.
Finally, EPC decided to recommend to Council that the Guidelines be implemented as guidelines and that the scope of the guidelines be limited to properties along Reading Road and Glendale-Milford Road.
In addition, Jack Cameron and Craig Gossmann will be responsible for making sure that the Design Guideline map is modified to show specifically what properties will be affected.
2. To formalize the Design Guideline recommendation, EPC made and passed the following motions with a 3-0 votes.
- A motion was made, seconded and passed to remove the Design Overlay from the Zoning Map.
- The revised Landscaping Table of Buffers in the proposed Zoning Code's Landscaping Chapter was approved.
- The Final Draft Amendment of the Design Guidelines was approved for recommendation to Council.
3. The minutes from the October 16, 2012 meeting were approved on a 3-0 vote.

On a motion made and seconded, the meeting was adjourned at 7:10pm on a 3-0 vote.
The next regular meeting is scheduled for Tuesday, December 18, 2012 at 6:00 PM.
