PLANNING COMMISSION MEETING MINUTES
October 15, 2012

The regularly scheduled meeting of the Evendale Planning Commission (EPC) was called to order by EPC Chairman (Council Representative) Doug Lohmeier at 6:30 PM on October 15, 2012. September 24, 2012.   Attending were EPC members Natasha Cavanaugh, Chris Patterson, and Mark Ferguson.  Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin (Building Department Clerk), James Dobrozsi (Architectural Review Board Member), and Kathy Farro (Legal advisor to EPC) and Ralph Terbrueggen (Landscape Architect).

Old Business:

1.      Evendale Zoning Code – Final Draft

Mr. Fran Barrett on behalf of Tim Clarke, Netherlands Rubber Co. addressed the EPC. He has received the letter from Jack Cameron regarding the proposed changes to the Evendale Zoning Code. He asked that he be allowed to meet with Jack Cameron and Kathy Farro to better understand how the changes would possibly affect his client. The EPC agreed with his request.

EPC reviewed the proposed regulations for Type-A daycare prepared by Kathy Farro. Type-A daycare is to be inserted as a conditional use in the Permissable Use table, Schedule 1246.05.  The following note has been added in Schedule 1246.05: A Family Daycare Home is an accessory, home occupation use, subject to the applicable requirements of Chapter 1266 Accessory Uses and Structures. After discussion regarding the compatibility of Evendale guidelines with the State of Ohio, EPC agreed to add the Type-A daycare provision to the Final Draft Amendment.

EPC reviewed the modifications to Chapter 1260, Landscaping, referencing the changes made to Figure 1260.04-B. After review the modifications were accepted.

EPC had significant discussion regarding proposed Chapter 1255, Design Overlay District. The discussion centered on the necessity and effect of mandating development within the Reading Road corridor to conform to a specific design standard. Ms. Cavanaugh asked how existing property owners would be treated noting that if the EPC required remodeling to meet this new standard that might be a significant hurdle for existing property owners. Chris Patterson noted that since the Guidelines were meant for only new development, the practical area affected by the proposal was the area along Reading Road from Speedway south past the Municipal complex south to Cincinnati State, a significant portion of which is land owned by the Village.

Mr. Ferguson, Ms. Cavanaugh, and Mr. Patterson all agreed that unless EPC was going to require development to meet this standard, the section should not be included in the Zoning Code Final Draft Amendments.

After deliberation, it was unanimously decided to remove section 1255 from the Zoning Code Final Draft amendments and to incorporate the language into section 1270, Administrative and Decision Making Bodies and Officials as a reference document in the way the CMP (Comprehensive Master Plan) has been.

2.      The minutes for the June 19, 2012 and the September 24, 2012 meetings were reviewed and approved without modifications.

Adjournment:

On a motion made and seconded, the meeting was adjourned at 7:40pm on a 4-0 vote.
