PLANNING COMMISSION MEETING MINUTES
August 27, 2012
EVENDALE MUNICIPAL BUILDING

A special meeting of the Evendale Planning Commission (EPC) was called to order by EPC Chairman (Council Representative) Doug Lohmeier at 6:00 PM on August 27, 2012.   Attending were EPC members Rob Adams, Chris Patterson, Natasha Cavanaugh and Mark Ferguson.  Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin (Building Department Clerk), James Dobrozi (Architectural Review Board Member), Ralph Terbrueggen (Architectural Review Board Member), and Kathy Farro (Legal advisor to EPC).

Internal Business:

1.      Zoning Code Revision

At the previous special meeting on May 3, 2012 the Planning Commission worked through details from a full presentation on the updated Zoning Code Draft Amendments. As you will recall those agreements included the following and have been included in the latest Draft revision.

Section 1242 - Definitions – Figures 1 & 2 need to be updated.
Section 1260 - Figure 1258.07(a) needs graphics
Section 1260 – There needs to be included the idea of minimum signage landscaping.
Section 1263 – Planning Commission understood that the height limits on antennae were already limited in the existing code and chose to keep those limits.
Section 1266 – Outdoor dining closing time on weekends was moved to 11 pm.

The following topics were not agreed to and were discussed again.
Section 1244 – Design Standards will be discussed when they are completed.
Section 1266 – The height limit on Accessory Use Structures was discussed fully. The Planning Commission agreed to limit the height of the accessory structure to that of the original structure.
Section 1286 – Kathy Farro reconciled the Section 1286 with the rest of the code. Village Council has 90 days to act as is consistent with other areas of the code.

Planning Commission also addressed lighting issues with respect to outdoor dining. In the current draft, there would be no outdoor lighting allowed. Rob Adams mentioned that owners will be allowed to leave lights on inside their restaurants for emergency and exit lighting.

Adjournment:

On a motion made and seconded, the meeting was adjourned at 7:10 pm on a 5-0 vote.   

The next regular meeting is scheduled for Tuesday, September 24, 2012 at 6:00 PM.
