PLANNING COMMISSION MEETING MINUTES
April 19, 2012
EVENDALE MUNICIPAL BUILDING

The regularly scheduled meeting of the Evendale Planning Commission (EPC) was called to order by EPC Chairman (Council Representative) Doug Lohmeier at 5:30 PM on April 19, 2012.   Attending were EPC members Rob Adams, Chris Patterson, and Mark Ferguson.  Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin (Building Department Clerk), James Dobrozi (Architectural Review Board Member), Ralph Terbrueggen (Architectural Review Board Member), and Kathy Farro (Legal advisor to EPC).

New Business:

1.      Menard’s, Evendale Commons, Evendale, OH. - Review of Proposed Site Plan.

Present from Menard’s was Tom McNeil. Present from Anchor Properties was Mike Ricke, Matt Griever, and Ann McBride. Present from Kinetic Vision were Rick Schweet and Jeremy Jarrett.

Menard’s is a home improvement retailer headquartered in Wisconsin with stores in 13 or 14 states. They have 270 stores at present and are expanding in the Cincinnati market. They have one store here already in Fairfield.

A normal store for Menard’s is 330’x480’ which is bigger than lot A2 can handle so they have come up with a special design for this lot which is 2 story design of a 330’x330’ footprint combined with their outdoor lumber yard. The outdoor lumber yard is surrounded by a 14’ high treated wood fence enclosing the entire perimeter of the store except for the front (east) face of the store.

There are 413 parking spaces proposed along the east (Reading Road) face of the store which are slated to be 9’x18’.

The south side of the store facing Wal-Mart will house an outdoor garden center to be enclosed by a wrought iron fence similar to the one that Wal-Mart has used.

The representatives from Kinetic Vision spoke. They are concerned about the impact on their business with the impact of the 14’ fence the highest priority. They highlighted their concern with pictures of other Menard’s showing weathered deteriorating siding mixed with new board creating a visually unappealing look. They then presented their preferred plan which included berms, landscaping and greater reliance on trees to mitigate the visual impact of the fence.

Going forward, Commission members noted the need for Menard’s to work on issues of mitigating the fence structure, making sure that parking needs are met, and that the plan is integrated with Wal-Mart from a pedestrian perspective.

On a motion made and seconded, the meeting was adjourned at 6:45 pm on a 4-0 vote.   

The next regular meeting is scheduled for Thursday, May 17, 2012 at 6:00 PM.
