PLANNING COMMISSION MEETING MINUTES
January 17, 2012
EVENDALE MUNICIPAL BUILDING

The regularly scheduled meeting of the Evendale Planning Commission (EPC) was called to order by EPC Chairman (Council Representative) Doug Lohmeier at 6:00 PM on January 17, 2012.   Attending were EPC members Rob Adams, Natasha Cavanaugh and Chris Patterson.  Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin (Building Department Clerk), James Dobrozsi (Architectural Review Board Member), Ralph Terbrueggen (Architectural Review Board Member), and Kathy Farro (Legal advisor to EPC).

Internal Business:

1.      Chris Patterson reported the findings from the questions that PC referred back to the ZCoWG from its December meeting.

        a.      Review of previous districts.

                i.      Effect of raising the height limit in GC to 45 ft. (What is the purpose of the 30 ft. maximum.) Are we surrendering a development opportunity? (James Dobrozsi) – ZCoWG agreed with PC that the 45 ft was an immaterial change and will change the GC recommendation to reflect such.
                ii.     In the Industrial Guidelines, under 1250.09 (Supplemental Use Regs.,) paragraph (c)1, does this apply to noise at GE and does this pose an unwanted enforcement problem for the Village. (Rob Adams) – ZCoWg answered by having Kathy Farro present three samples of various noise and nuisance amendments from jurisdictions in Ohio. Some were very detailed and measured, some more general and in the form of a gentleman’s agreement. PC was still unhappy that the proposed language may not be sufficient to deal with noise problems caused in the industrial areas. The wording in both the Industrial and Office district guidelines has been referred to Tim Burke for review.
                iii.    In the OR district guidelines, under 1252.09 (Supplemental Use Regs.,) paragraph (a)2B., the wording asks for attention to “proportions and scale,” in effect asking developers to scale buildings to the scale around them, when the intent for OR development is to encourage larger developments. Is this paragraph necessary given that we have height requirements and setbacks? (James Dobrozsi) – ZcoWG agreed with PC and will remove the phrase from the recommendation in the OR district guidelines.
                iv.     In GC guidelines, under 1248.09[f], should we include language which would require screening for vantage points other than A and B thoroughfares? (James Dobrozsi) – ZcoWG could not find a practical way to solve this problem short of requiring a wrap around the entire roofline of a proposed structure and even then the screening would not be suitable for residential areas above the proposed site. ZCoWg recommends approval of its original wording.
                v.      Why we would allow fast food as a conditional use in OR? (Rob Adams) –ZcoWG suggests that fast food as a conditional use is appropriate in OR since amenities like this type of restaurant are normal for this type of development. However, ZCoWG suggests that removing drive through as a conditional use in OR will accomplish the same objective and recommends that PC approve the original guidelines where this has been accomplished.
                vi.     The PC then voted to approve the Recommended Draft Amendments to the Zoning Code for the GC / HC district by a vote of 4-0

        b.      Review of new draft amendments

                i.      The draft recommendation for the General Industrial district is more complex than most districts since it represents a change in philosophy of use for various areas of the Village. The change in use results from a change in the demand for highly intensive uses like GE and Formica and a demand for less intensive uses that are present along Medallion Drive and Exon Drive. ZCoWG suggests that the current GI district be broken into four (4) districts in the future. The current GI district will remain unchanged in use but will be shrunk in area to encompass only the GE and Formica properties. The ITC district will remain unchanged geographically but will have modifications to enhance the rewards for redeveloping this area into Office. The areas along Medallion Drive and Exon Drive will be folded into two new zoning districts which reflect less intense uses for manufacturing, assembly, distribution and warehousing. Each district, Industrial Flex -1 and Industrial Flex -2 will be scaled to the area around the district to provide a seamless transition from less intense uses to more intense uses.
 
                ii.     The draft recommendations for the Public Facilities district. The major change in the Public Facilities draft amendment is the change in the area covered. The district is being designed around the Municipal complex, Gorman Farm, Griffin Nature Preserve and the various Village owned greenbelt properties. There are no changes in the size of the parcels or in the various setbacks.

2.      The meeting minutes from September 20, October 18 and December 20 were reviewed and approved without amendments 4-0.

On a motion made and seconded, the meeting was adjourned at 7:20 pm on a 4-0 vote.   

The next regular meeting is scheduled for Tuesday, February 21, 2012 at 6:00 PM.
