PLANNING COMMISSION MEETING MINUTES
December 20, 2011
EVENDALE MUNICIPAL BUILDING

The regularly scheduled meeting of the Evendale Planning Commission (EPC) was called to order by EPC Chairman (Council Representative) Doug Lohmeier at 6:00 PM on December 20, 2011.   Attending were EPC members Susan Van Amerongen, Rob Adams, Natasha Cavanaugh and Chris Patterson.  Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin, James Dobrozsi (Architectural Review Board Member), Ralph Terbrueggen (Architectural Review Board Member), and Kathy Farro (Legal advisor to EPC).

Internal Business

1.      Chris Patterson presented three revised Zoning Code chapters from the Zoning Code Working Group (ZCoWG). Those chapters were the General Commercial / Heavy Commercial chapter 1248, Office Research chapter 1250, and General Industrial / Industrial Truck Center chapter 1252. The presentation discussed the rationale for each chapter, the intent of Comprehensive Master Plan, as it applied to each area, and changes or disagreements that were of importance in each area.

        a.      GC/HC -The major discussion point was the desire to keep higher intensity uses on the west side of Reading Road. Consistent with this belief, car rental, antomotive repair, and fast food were all moved to the west side of Reading Road.
        b.      OR – The main discussion point was the need to use this section as a template for desired large office developments west of Reading Road.
        c.      GI / ITC – This chapter has been expanded in order to better encourage the distinct types of industrial development seen throughout the Village. The new districts include both the GI and ITC now in use, but also include Industrial Flex -1 and Industrial Flex -2, chapters that promote and manage the type of light industrial activity consistent with the development along Medallion Drive (IF-1) and Exon Ave (IF-2).
        d.      There were six specific questions that were referred back to ZCoWG for further review. Those six were:
                i.      Effect of raising the height limit in GC to 45 ft. (What is the purpose of the 30 ft. maximum.) Are we surrendering a development opportunity? (James Dobrozi)
                ii.     Having created an OR district, how will we apply this in the event Formica’s wishes to develop its OR district on Reading Road. (Susan Van Amerongen)
                iii.    In the Industrial Guidelines, under 1250.09 (Supplemental Use Regs.,) paragraph (c)1, does this apply to noise at GE and does this pose an unwanted enforcement problem for the Village. (Rob Adams)
                iv.     In the OR district guidelines, under 1252.09 (Supplemental Use Regs.,) paragraph (a)2B., the wording asks for attention to “proportions and scale,” in effect asking developers to scale buildings to the scale around them, when the intent for OR development is to encourage larger developments. Is this paragraph necessary given that we have height requirements and setbacks? (James Dobrozi)
                v.      In GC guidelines, under 1248.09[f], should we include language which would require screening for vantage points other than A and B thoroughfares? (James Dobrozi)
                vi.     Why we would allow fast food as a conditional use in OR? (Rob Adams)

2.      Jack Cameron took time to thank Susan Van Amerongen for her years of service. Susan will be retiring from EPC when her term expires on December 31.

3.      The meeting minutes from the September 20 and October 18, 2011meetings were reviewed. A motion was made and seconded to approve the minutes without changes. The motion passed 4-0.

Adjournment:

On a motion by Ms. Van Amerongen, seconded by Ms. Cavanaugh the meeting was adjourned at 7:15 pm on a 4-0 vote.
