PLANNING COMMISSION MEETING MINUTES
May 18, 2010
EVENDALE MUNICIPAL BUILDING
The regular May meeting of the Evendale Planning Commission (EPC) was called to order by Chairman Douglas Lohmeier at 6:00 PM on May 18, 2010. Attending the meeting were EPC Chairman Douglas Lohmeier (Council Representative), Susan VanAmerongen, and new member Chris Patterson. Supporting the EPC were Jack Cameron, Pam Morin, James Dobrozsi (Architectural Review Board Member), and Kathy Farro (Planner, Manley Burke). Rob Adams (member), Dan Frank (member) and Ralph Terbrueggen (Architectural Review Board Member) were absent.
Public Hearing:
1. Village of Evendale, 10500 Reading Road - Request of a zone change from Heavy Commercial (HC) to General Industrial (GI) for property located between 1543 Glendale-Milford Road and 10310 Spartan Drive (Book 611, Page 50, Parcel 85).
There were no comments. The Public Hearing was closed.
Old Business:
1. So-Low Environmental, 10310 Spartan Drive - Site review of addition
Jack Cameron summarized what has occurred prior to this meeting. So-Low Environmental has appeared before Council and EPC with a preliminary discussion of their addition. Their submittal was received positively by both. The following items must be met before So-Low Environmental can proceed with their addition:
• Approval of the zone change by EPC and Council;
• Council’s approval of the transfer of the 25 foot wide and 227.5 foot deep vacant parcel to So-Low Environmental;
• So-Low receives a variance of the maximum building coverage from the Zoning Board of Appeal (ZBA); if the variance is denied by the ZBA, they can appeal that decision to Council.
During a short discussion, Gary Hart, H & H Structural Contracting, clarified that all mechanical (HVAC) equipment is located inside the building, that the outside lighting will not encroach on neighboring properties, the parking spaces are 19’ by 18’, the dumpster will be enclosed with a shadow box wood fence, and the loading dock is 90’ from the curb. The location of the proposed east side storm sewer and easement is acceptable according to James Jeffers, Village Engineer.
Susan VanAmerongen made and Doug Lohmeier seconded a motion that the site plan be approved with the following conditions:
• A successful rezoning of the north parcel from HC to GI;
• A successful transfer of ownership of the parcel from the Village to the applicant along with consolidation of the parcels;
• Approval of a variance from the ZBA regarding maximum building coverage;
• Approval of a variance from the ZBA regarding loading in the required front yard;
• Approval of any other variances that may be required;
• Compliance with all other recommendations of Village staff per the request of the EPC.
The motion passed with a vote of 3 yes, 0 no.
New Business:
1. Village of Evendale, 10500 Reading Road - Rezoning of Parcel 611, Page 50, Parcel 85 from HC to GI
Doug Lohmeier made a motion, with a second from Susan van Amerongen, to recommend to Council to approve the rezoning of the above mentioned property with the stipulation that the property revert back to HC if all of the six conditions from the previous motion are not met.
The motion passed with a 3 yes, 0 no vote.
Internal Business:
1. Engineer Report
No Comment
2. Chris Patterson was introduced to EPC as the newest member, replacing Dick Shaffer. Jack Cameron recognized Dick’s involvement not only with Planning Commission, but numerous other committees in the Village. Doug Lohmeier acknowledged Dick’s many years of service and suggested that Dick should be recognized by Council at their next meeting June 10, 2010.
3. Approval of the minutes for the April 20, 2010 meeting.
A motion was made by Susan VanAmerongen and seconded by Doug Lohmeier to approve the EPC minutes as read.
The motion passed by a 2 yes 0 no vote with Chris Patterson abstaining.
On a motion to adjourn the meeting by Susan van Amerongen and seconded by Chris Patterson, the meeting was adjourned by 6:30 PM by a 3 yes 0 no vote.
