PLANNING COMMISSION MEETING MINUTES
November 20, 2007
EVENDALE MUNICIPAL BUILDING
The regular November meeting of the Evendale Planning Commission (EPC) was called to order by Chairperson Dick Shaffer at 6 PM on November 20, 2007. Attending were EPC members Doug Lohmeier (Council Representative - observing), Rob Adams, Dick Shaffer, and Susan van Amerongen. Supporting the EPC were James Dobrozsi (Architectural Review Board Member), Ralph Terbrueggen (Architectural Review Board Member), James Jeffers (Village Engineer), and Jack Cameron.
New Business
1) Evendale Church of Christ, 3789 Glendale-Milford Road
Mr. Brad Ruwe, representing the Evendale Church of Christ requested approval of a lighted sign in front of the church.
A motion was made by Susan van Amerongen and seconded by Dick Shaffer to recommend to Council the approval of the sign with the following caveats:
1. The sign be oriented parallel to Glendale-Milford.
2. Internal illumination would be used on the sign.
3. The sign would be lit only during the times allowed (7:00 am – 10:00 pm)
4. The sign would be located a minimum of 35 feet from the Glendale-Milford ROW.
5. Approval is subject to landscaping plan review.
The motion passed by a 3 yes 0 no vote
2) Village Crossings – Equity, 10400 Reading Road
Twenty percent reduction in off-street parking request, Per section 1258.04
Mr. Shad Phipps (Equity) and Ms. Patty Cole (Neyer), requested a 20 percent reduction in parking spaces in accordance with Section 1258.04 of the Village Zoning Code. Currently, the Village Crossings development complies with the parking requirements for the area. The Planning Commission has the authority to reduce the number of spaces required by a development by up to 20 percent. This reduction is being requested in anticipation of developing an outlot that would reduce the number of spaces allocated to the existing businesses. The outlot development would include parking and would comply with the parking requirements.
A motion was made by Susan van Amerongen and seconded by Dick Shaffer to approve the reduction in parking spaces with the following caveats:
1. The applicant submit a to-scale drawing of all parking spaces on the development.
2. The position of the stalls behind the buildings not interfere with loading areas or traffic circulation.
3. The property owners request that building tenants utilize the parking spaces behind the buildings for employee parking.
The motion passed by a 3 yes 0 no vote
3) Evendale Surgery Center, 10400 Reading Road
Design review for parking area and lot
Neil Schwartz requested a modification to the site layout of the Evendale Surgery Center to replace a landscape bed along the front of the main building with 18 parking spaces.
A motion was made by Rob Adams and seconded by Dick Shaffer to approve the modifications to the site layout with the following caveats:
1. Approval of landscape plan, including but not limited to locating plants along the building versus the parking stalls; plant material being of a similar nature as existing landscaping; and increasing the landscaping on the island in front of the building.
The motion passed by a 2 yes 1 no vote
Internal Business:
1) Parking Code Review
Report on Village parking requirements versus other similar communities. A Public Hearing will be scheduled for January to discuss changing the Village paring requirements.
2) Other
Chipotle is scheduled to be open in 3 weeks.
Village now owns the hotel across from St. Rita’s.
3) Approval of Minutes
A motion was made by Rob Adams and seconded by Dick Shaffer to approve the meeting minutes from October 16, 2007 with two amendments (a. revising Ralph’s title, b. clarifying recommendations on Boyd Brothers approval to say ‘increase in tree size’ versus ‘plant size’.
The motion passed by a 3 yes and 0 no vote.
On a motion to adjourn the meeting by Dick Schaffer and seconded by Rob Adams, the meeting was adjourned at 7:55 PM by a 3 yes to 0 no vote. The next regular meeting is scheduled for December 18, 2007 at 6:00 PM.
