PLANNING COMMISSION MEETING MINUTES
JULY 12, 2005
EVENDALE MUNICIPAL BUILDING
The regular July meeting of the Evendale Planning Commission (EPC) was called to order by Chairperson Jim Guthrie at 6 PM on July 12, 2005. EPC members present were Chairperson Jim Guthrie, Secretary Dick Shaffer, Susan VanAmerongen, and Michael Schwartzman. Council representative Chris Schaefer had an excused absence. Also present were Jack Cameron, Ass’t to the Mayor, Linda Fitzgerald, Village consultant on economic development, and Scott Adams from Manley Burke. Representatives from the Applicants were in attendance as well as several residents from Inwood Drive.
NEW BUSINESS
United Rentals 2521 Glendale-Milford Road
The applicant stated that their business was supplying construction equipment for which it was determined that they would need a conditional use permit for outdoor storage. The business is comprised of 20% contractor supplies, 70% equipment rentals, and 10% equipment sales. They would limit their lease and conditional use permit for 5 years. The Zoning Board of Appeals, which had just heard their case prior to our meeting, approved a 5 year variance. Initially they stated that 10 employees would be on site with the hope of growing the business to 25 employees within the five year period. The property is now zoned General Industrial which is why the Applicant went to ZBA for the variance.
The EPC voted to table the Applicant’s conditional use permit request until the August meeting so that the EPC could gather material from a detailed site plan, read the ZBA’s reasons and stipulations for granting the variance, obtain clarification of the criteria for conditional use permits from our Zoning Code, and for more details on the amount and size of the outdoor storage of the equipment. The motion to table was approved 4 to zero.
Cingular 10475 Reading Road
Tim Strum from the engineering firm of Burgess and Niple (Columbus OH) made the request for an approval of an accessory building to be placed behind the building located at 10475 Reading Road, commonly known as the Jewish Hospital building. Jack Cameron had previously communicated the applicable section of our Zoning Code (Chapter 1263) pertaining to wireless communication towers and systems. This accessory building would contain a micro antenna for improved local reception in the building and surrounding areas. The accessory building was stated to be 10’ X 10’ X 20’ (L). After discussion it was decided that the request does not meet the conditions within Sections 1263 (e) and (i) and therefore we would have to deny the request at this time. The motion to deny was made by Michael Schwartzman with a
second from Jim Guthrie. The motion to deny the request was approved 4 to zero.
OLD BUSINESS
A) As a continuation of our review of the Anchor Site approval, the Site A-1’s architect, Bill Boyden, gave an more finalized rendering of the Wal-Mart building and site. At the EPC’s suggestion it was agreed to upgrade the rear of the building’s façade both in finish and through the use of area delineation to downplay the wall’s expanse. It was also agreed to fabricate the cart corrals to gain some color matching and overall esthetics. The architect agreed to provide some uplighting on the building’s front façade and to consider uplighting the trees in the building’s front as well as the parking lot trees. It was agreed to have a “final “rendering, with details, of the Wal-Mart building/site at the July 19 EPC meeting.
B) TEC provided an assessment and options for the Reading Road (RR) traffic lanes at the entrance to the overall site. Option 1 was to take out the center median for about 400-500 ft. and use that portion of RR as a dedicated left turn for northbound traffic entering the site outlots and at Cunningham Drive. This would provide a continuing flow of traffic northbound via two dedicated through lanes. It was originally suggested to relocate the median islands south on RR, but it was the consensus that the medians should not be placed until the RR development along both the east and west sides is better defined. The dedicated left turn lane would be identified with striping on the road as well as signs. Option 2 veered the northbound RR traffic to the right by creating a new lane from about 15 ft. of the right of way on the
east side of RR and then returning the lanes to the original location north of the Cunningham/Inwood intersection. This option would keep some of the existing islands, but still require moving some to permit left turns into the outlot entrances. It was the overall consensus that option 1 was the better overall solution.
Inwood residents strongly wanted to have the existing median at the north side of the intersection cut back to permit a more safe left turn southbound RR onto Inwood Drive. TEC agreed to account for this feature and study it. It was agreed, however, that these studies for RR were not part of the Anchor overall site approval.
INTERNAL BUSINESS
Scott Adams reviewed his suggested rewrite for Section 1270.03 (a) (4) and it was agreed to withhold voting on any change to the Zoning Code until all members were present. The minutes for the May 17, June 1, June 4, June 8, and June 16, 2005 meetings were approved as amended by a vote of 4 to zero.
The meeting was adjourned at 9:30 PM on a motion by Susan VanAmerongen and second by Dick Shaffer by a vote of 4 to zero.
