PLANNING COMMISSION MEETING MINUTES
JUNE 4, 2005
EVENDALE MUNICIPAL BUILDING

The special meeting to continue the recessed meeting of June 1, 2005 for the Evendale Planning Commission (EPC) was called to order at 10 AM on June 4, 2005 with the following members present:

Chairperson Jim Guthrie, Secretary Dick Shaffer, Susan VanAmerongen, Michael Schwartzman, and Chris Schaefer, Council representative.

Attending also were Village Staff,  Jack Cameron (Ass’t to the Mayor), James Jeffers (Village Engineer), and Linda Fitzgerald (Village Economic Development Consultant) as well as representatives from Anchor Properties: Matt Grever, Mike Ricke and Debra Sullivan from CESO. Approximately 10 interested parties were also present and asked questions relating to the subject.

OLD BUSINESS   

Continuing Review of Anchor Properties Evendale Business Commons Park (ECBP)

This session dealt solely with the overall site development, excluding the Wal-Mart site, and contained the following areas of interest: Traffic/Access, Legal/Marketing, Topographical/Infrastructure, Mill Creek, Architectural Features, Landscaping, and Development Features/Signage. Numerous issues were raised for Anchor to consider for each category that will be placed on the attached list generated in the meeting. Relating to the first item, it was agreed that two members (Jim Guthrie and Michael Schwartzman) along with Village Staff will meet very soon with TEC to address long term traffic implications with developments within the Village with close proximity to the Reading Road and Glendale Milford intersection. Members were asked to provide input to Jim and Michael prior to the TEC meeting.

INTERNAL BUSINESS

It was decided to hold a similar review with Anchor specifically addressing the Wal-Mart site and this special meeting would be held on June 8 at 4:30 PM. It was also decided to hold another Anchor specific special meeting on June 16th at 4:30 PM prior to the regular EPC meeting which begins at 6 PM.

The meeting was recessed at 1:15 PM to be reconvened at the special June 8 meeting.

2)      Legal/Marketing

·       Site features, utility easements, roads impacting right-of-way

·       Vacant building – lease agreement including maintenance language and vacancy protection
·       Village Solicitor review of any covenants and restrictions
·       Section 6 Phasing - Office Plan detail for Phase I including marketing, discussions and the like
·       If Wal Mart SuperCenter, give examples of 3-5 existing sites with neighborhood retail co-habitants.
·       If Wal Mart SuperCenter, give examples of 3-5 existing sites with successful office component.

3)      Topographical/Infrastructure  

·       Finished condition of Mill Creek (fencing, slope, matching existing grade with proposed)
·       Existing trees and vegetation to remain around Mill Creek shown on plan
·       Underground utilities
·       Water Management & Sedimentation Control Plan through Council, Planning Commission to provide comments to Council
·       Detention/Retention basin locations not consistent with PBD approved plan
·       Drainage system not an overall site system, not consistent with PBD approved plan
·       Design around detention/retention basins (landscaping, water movement)
·       Front retention basin incorrectly indicated as storm water detention basin on plans
·       Street names (Planning Commission responsibility)
·       Cross walks treatments in public road
·       Fencing for function and aesthetics

4)      Mill Creek
