Committee Meeting
April 2nd, 2013

Attendees: Doug Lohmeier, John Ranz, Stiney Vonderhaar, Jack Cameron, Chief Korte, Dave Nichols, Hugh McKinnon


1.      Police
•       Speed Trailer Sale
i.      Chief Korte advised us he has had no responses to purchase the speed trailer and requested permission to use the Police Chief Association to see if there is any need in the local area. The committee was fine with his idea.
•       Clerks Position
i.      Chief Korte advised the committee because of increasing cases and paper processing the need for additional hours from the clerk’s position is needed. He has spoken with the Mayor and he asked Chief Korte to bring it before the committee. The committee supports the process to further evaluate the details and bring the proposal before the balance of council.
•       Vehicle Purchase
i.      Chief Korte advised the committee that the sale of old vehicles produced $9961.33. The department has a need for a new undercover car. Chief looked into leasing a vehicle but it was not cost effective. The committee supports purchasing a different vehicle for the $9961.33 and to appropriate those funds.

2.      Fire
•       Chief Hauck presented a written report
i.      Hiring
1.      Six candidates were interviewed at their homes & hiring committee is scheduled for April 29th at 3:00pm. Psychological & Medical testing will be completed post offer with a tentative swearing in for the May council meeting.
ii.     Tuition Reimbursement
1.      Both personnel have signed the contracts of employment and agreed to continue employment post-graduation of degrees.
iii.    Communication Upgrade
1.      Motorola has deemed portions of our current radio equipment obsolete. Both PD & FD are exploring options for the future.


3.      Recreation

•       Designate Tornado Sheltering at Recreation Center
i.      Dave Nichols is working with James Jeffers & Chief Hauck to make sure all designated areas meet the requirements for a tornado shelter.
•       Village Grounds Digital Signage
i.      Dave Nichols brought examples of some entrance signage. Mr. Lohmeier asked if the portion and electronics meet the current code. Dave would explore
•       Bicycle and Pedestrian Survey Results
i.      Dave Nichols shared the survey results with suggestions on how residents viewed the project and how to make it work.


4.      Other Items
•       Tuition Reimbursement
i.      Mr. Lohmeier mentioned that he & Councilman Schaefer have discussed some ideas. Mr. Ranz suggested that we consider changing the wording in the current ordinance to say employee shall enter into an employment agreement in return for tuition reimbursement. A $10,000/yr and $40,000/employment cap be instituted with an 80% cap of the cost of the classes.
•       CIC Request to Market Properties
i.      Hugh McKinnon made a presentation for the CIC to have the ability to market or lease Village properties that have been land banked for development purposes. A set of conditions and procedures have been developed by the CIC. He asked for input and ideas on how the CIC can proceed on this project. A lot of discussion took place as to the reasons it is time and the economy seems to be turning. The committee agreed that the Village has to do something to move forward. Mr. Lohmeier had some reservations and was asked what he would change in the proposal. He could not give any specifics and asked if he could study it further and get back with Jack Cameron on any suggestions.
