Committee Meeting
August 6th, 2013

Attendees: Chief Korte, Chief Hauck, Dave Nichols, Stiney Vonderhaar, John Ranz, Doug Lohmeier, Jack Cameron, Caroline Duffy, Mayor Apking

1.      Police
•       Deer Management Ordinance
Chief Korte presented a proposed ordinance authorizing the Mayor to permit limited bow hunting for deer within the Village. Chief explained the areas in which it would be allowed, the permitting process and all other details to make this policy as safe possible. Resident Caroline Duffy expressed her opposition to the policy allowing hunting adjacent to residential properties. Discussion pursued about the possibility of stray arrows being too close to residential properties. The committee decided that the proposal should be shared with the other committee before going before full council.

2.      Fire
•       Zoll Monitor
o       Chief Hauck informed us of the sale of this equipment and has requested the proceeds be re-appropriated to the Fire Dept. for new training equipment. Committee agrees and supports the request.

•       Update Job Descriptions
o       Chief Hauck part of his ongoing review of the department found that most job descriptions have not been updated since 1985 and is the process of reviewing and updating all job descriptions to have them meet current regulations and requirements.
        

•       Rope Rescue Class
o       Chief Hauck advised the committee that 9 members of the department went through a class on how to perform rope rescues. This class was instructed by others in the department.

•       CT/OT Appropriation
o       Because of a firefighter/paramedic extended health condition the department’s overtime budget has used 42% more than estimated and Chief Hauck is requesting $50,000 to replenish the line item.

3.      Recreation
•       Dave Nichols informed the committee that Tim Holloway made a presentation to the recreation employees in recognizing dangerous situations and behavior. The course was well done and attendees felt it very beneficial.
•       Dave announced that Steve Chabot is holding a town Meeting Wednesday at 1:00 pm at the recreation center.
•       Mr. Nichols also requested the committee endorse a resolution to support “We Thrive” to promote the concept of Healthier Active Living. This will allow the Village to be eligible for possible grant funding in the future.


4.      Other-  
•       Council Salary Increases
o       Mr. Ranz opened the discussion on this stating reason why council should support this to allow future council members to qualify to be eligible for health benefits through the OPERS system. Mr. Lohmeier supported the reasons and that the Village should not eliminate this benefit by not following the States guidelines.
•       Tuition Reimbursement
o       Mr. Lohmeier handed out the current proposed revised ordinance that would address concerns. Realizing that it needs further discussion, Mr. Schaefer asked Mr. Lohmeier to ask for consensus to grant the 5 enlisted in the program funding and to suspend all further tuition reimbursements until a new policy can be agreed upon.
