Minutes of Committee Meeting
Police Department, Village Engineer, Service Department
Gorman Farm

December 5, 2006

The meeting of the Evendale Council Committee for Fire Department, Village Engineer, Service Department, and Gorman Farm was called to order at 7:00 pm.  Councilmembers  Smiley-Robertson, Vonderhaar, and Schaefer were present. Also present at various times during the meeting were Chief Foust, Chief Vail, Mayor Apking, Councilmember Albrinck,  Assistant to the Mayor, Jack Cameron and Executive Director of Gorman Farm, Peggy Paff.

Police Sergeant Exam

Councilmembers Schaefer and Albrinck indicated that Solicitor Burke advised them that the grievance hearing was continued by agreement beyond the December Council meeting.  Chief Foust indicated a new grievance, over the same issue, is being processed through the Police Department.  It is hoped that both of these issues will be resolved at a special meeting to be scheduled later.  The merits of the grievances were not discussed.

Fire Department

Councilmember Albrinck indicated that the Ordinance establishing fees for the fire department would be tabled at the December Council meeting.  That being the case, the Committee deferred discussions on the issue.
Chief Vail, at the request of Mayor Apking, indicated that he would ask the manufacturer of the new Ambulance to quote a price for the old Ambulance.  Chief Vail also indicated that the odometer in the Old Ambulance was replaced several years ago and the 23,000 mile figure recited at the last Council meeting was in accurate.  Chief Foust advised the committee that Elmwood Businesses provided money to equip the police cruisers sold by Evendale to Elmwood at a nominal cost.
Chief Vail also indicated that both new hires in the Fire Department are working out well.  Cincinnati State has been helpful so that necessary training and certifications can be obtained in a timely fashion.

Ongoing Projects

Administrative Assistant Jack Cameron updated the committee on various projects.

1.      The Inwood Left Turn Lane will be painted.

2.      The length of the left turn lane from Reading Road into the Anchor project is incorrect as installed.  The contractor is being asked to correct that error.

3.      James Jeffers is exploring a left turn lane into Norwood hardware.  There appears to be room to establish one, but it was not shown on the original line painting design.

4.      The design by Bob Richardson has been finalized for the South entrance park and presented to the Civic Garden Club.  The design will be provided to Council, Planning Commission and the Beautification Committee.

5.      Jack Cameron clarified that he has discussed with the Mayor and James that we could get new controllers for Reading/GM intersection and PG Graves in 2007.  These two new controllers could be tied to the two other new lights and function as a closed loop system. When the ODOT project is done in 2008 we could ask ODOT to provide the new controller planned but use it on another light.  PG Graves would already have a new one so it would be another light.

6.      The Cooper Creek engineers will try to finalize plans by the January meeting so that work can begin as weather permits.

7.      Jack indicated that he will be working with Dan Pinger and Associates to capitalize on the top 25 rating Evendale received in Business Week.  Possible use of the rating may be used on the Village website, the reconstituted newsletter, vehicles, letter head and business cards.  Other ideas are expected to use the information for economic development.

Gorman Farm

Peggy Paff gave a report on the status of trails and bridge in the Gorman Farm.  Peggy indicated the Rhett McGregore is designing the bridge.  After it is designed, it must be approved by Hamilton County and the Village engineer.  She expects that the signs marking the trails will be installed in the near term.  In the upper meadow area and the entrance off of Cooper Road, the farm hopes to use mowed areas, not chipped limestone for the trails.  A proposal is being considered to establish a large garden in the upper meadow.  That would entail an eight foot fence around the area of the Garden to keep the wildlife out.  The garden would not interfere with the trails.
Peggy set a goal of the February Committee meeting to present financial data as well as a status report on the trails, signs, and bridge.

The meeting adjourned at 8:15.
