EVENDALE POLICE-FINANCE-RECREATION-ADMINISTRATION
COMMITTEE MINUTES
WEDNESDAY, JULY 5, 2006


        The meeting of the Evendale Council Committee for Police, Finance, Recreation and Administration was called to order at 6:00pm.  Council members Albrinck (Chairman), Lohmeier and Puthoff were present.  The Village CFO, George Snyder was also present.
        
I.  FINANCE COMITEE--
        A.      2007 Tax Budget:
                        Mr. Snyder provided us with the 2007 budget, which must be filed with the Hamilton County Auditor.  This budget does not obligate the Village to any specific expenditures and, as it relates to the Village of Evendale, is done simply to confirm that we will not be collecting any real estate taxes on behalf of the Village.  This budget does reflect a general deficit of approximately $965,000 and includes expenses of $200,000 for contingencies, $200,000 for emergencies and approximately $1,000,000 in road repairs.
        B.      Health Insurance:
                        Mr. Snyder will get additional information from the Center for Local Government so that this committee and ultimately council can once again address the current trends in employee participation with the cost of health insurance.  Mr. Snyder will try to have these numbers available for the August meeting.  
        C.      TIF Financing Repayment
                        Mr. Snyder provided the committee with the answer to the question raised at the last council meeting regarding the flow of money from the TIF financing repayment.  Attached is the email from Tom Luebbers, which explains the step-by-step process through the TIF.  

II.  Administration --
        Discussion on the possible new ordinance regarding the restriction of 24/7 businesses.
                The committee discussed the potential impact of several new retail establishments being open 24/7.  Nothing was concluded and committee members will continue to consider various options to minimize impact.

III.  Police Department—
        A.      Police Chief Foust emailed the committee that there was no need to meet.  However he did want everyone to be aware that recruiting efforts have begun and they are accepting applications through August 4, 2006.  He also indicated that they have placed ads with the Cincinnati Enquirer, Cincinnati Herald, Law Enforcement Jobs Inc., Queen City Jobs and faxed job announcements to 44 Local Law Enforcement Agencies, two regional Police Academies, five Ohio Colleges (3 with significantly minority enrollment), various social and ethnic organizations and churches.  Also he indicated that Jack Cameron will be posting the job on the Village website.   
        B.      Chief Foust also indicated that he and other police representatives will be traveling to Lexington, Kentucky for their accreditation hearing at the end of July.  This will be their fifth award since 1987.  
        C.      The ATV which Officer Abrams ceased through the Dart Program is now in service with the Village Police Department.  It will be very useful for patrolling Fourth of July, St. Rita’s Festival, and Gorman Farm and Griffin Preserve and other village needs.

IV.  Recreation—
        There was no recreation committee meeting.      


There being no further items to come before the committee and upon  motion made  by Councilmember Doug Lohmeier, seconded by Bill Puthoff, the meeting was adjourned at 7:15 PM.
