COMMUNITY IMPROVEMENT CORPORATION
Minutes for the March 25, 2014 Meeting
Evendale Municipal Building, 10500 Reading Road, Evendale, Ohio

Attendees:   President Hugh McKinnon, Members Jeff Albrinck, Dick Finan, Dave Harwood, Tom Kuechly, Al Pearlman, Chris Schaefer, Chris Patterson (Planning Commission Liaison), Sean Balnes (St. Francis Group), Darin Hall (Port of Greater Cincinnati), Gail Paul (Port of Greater Cincinnati), Al Schutte (Resident), Stiney Vonderhaar (Resident), Jack Cameron (Administrative Assistant to the Mayor), and Pam Morin (Building Department Clerk).

Recurring Business:

1.      Approval of the minutes from the January 23, 2014 and January 30, 2014 meetings was made on the motion by Dick Finan and seconded by Jeff Albrinck.  Motion passed  7 yes, 0 no.

New Business:

1.      St. Francis Group Presentation – Darin Hall presented the three vehicles of their proposed Marketing Plan for our vacant parcels.  He stated that this proposal is action oriented and hopes to be launched within the next two weeks.   The three pieces are:
        •     Marketing package for each parcel – signage, engaging economic development groups, developers, and foundations;
        •     Media – distributing articles to as many different venues as possible, Twitter, making information mobile friendly; and
        •     Quarterly E-newsletter blasts.

Gail Paul pointed out the factors that make Evendale attractive to small businesses:
        •     Location within the loop and along an interstate;
        •     High quality of life that includes recreation and retail;
        •     Hub of healthcare facilities such as Tri-Health Hospital, 3155 Glendale-Milford Road and Evendale Healthcare,  10475 Reading Road; and
        •     Emerging workforce with the new University of Cincinnati/GE Aviation Co-operation program and Cincinnati State Technical College, 10100 Reading Road.

Gail will help CIC determine how to market the Village along with development of the parcels.  Jack will be the contact as material is prepared and needing to be reviewed.

Sean Balnes also reported that Catholic Health Partners are looking at two sites much larger than any site that Evendale has.  He will continue to monitor their progress in choosing a new home but it appears that US Playing Card and former Showcase Cinema site are final options.
Sean and Darin continue to explore the Cincinnati Shooting Range site.  Pursuant to that area Sean asked for the most recent timetable on the I-75 Thru the Valley project.  The most recent start date is 2016 with about a two year project completion.

2.      Building Department Activity Report – Jack presented a power point presentation of the commercial building permits in the Village between the years of 2004-2013, attached.  Key takeaways from the data are total investment each of the last 10 years, total Building Dept. activity, overall impact of GE on our numbers, and lessons learned from ‘Turn Time’ and our commitment to be the quickest and fastest community to work with.

Old Business:

1.      Gold Medal Products Co. Agreement Update – A letter was received from Gold Medal, dated January 28, 2014, informing CIC that they had met and exceeded the required full-time workforce and earning tax withholdings per the 2012 CIC/Gold Medal Agreement.

2.      Dick Finan made and Jeff Albrinck seconded the motion to make the payment to St. Francis Group.  The motion passed with a vote of 7 yes, 0 no.

3.      Jack noted that the Village of Glendale has a concept plan for approximately 30 acres of the Landmark property.  The proposal is a Residential development of 94 houses all in the Village of Glendale.  Nothing is being asked of Evendale and nothing is required from Evendale to complete the development.  The Glendale Mayor and Administrator did call to discuss access onto Glendale-Milford Road with future development such as this one.  Jack reported to them that Evendale would be reluctant to approve access through Evendale and onto Glendale Milford Road until we knew what was going to be built in Evendale.

4.      Landmark has approached the Village to determine if we would be interested in purchasing 40 – 50 acres of their property in Evendale.  CIC supported exploring the discussion further and Jack will contact the real estate agent working for Landmark.

5.      Jack reported that Village Council approved the Brendamour parking arrangement which included a redevelopment agreement and license to use the property the Village got control of from ODOT.  This was a long process with a happy ending and at least 500 retained and 250 new GE Aviation engineering jobs on the site.

6.      The Village still has a contract to purchase the Hollywood Court Motel, 10599 Reading Road and residential property at 10571 Reading Road.  Village Council is still considering legal remedies to enforce the purchase contracts and the ultimate goal is to have the motel demolished.

7.      Jack informed CIC that the Village is proceeding with test pit digging on the Village Landings, Glendale-Milford Road and St. Rita Lane.  This is to determine the extent of work necessary to remove the foundations from the former hotel site and remediation involved to bring it up to ‘pad ready’ standards.  This demolition work has been estimated to cost $75,000 - $150,000 and before making a decision more information is necessary.

The next CIC meeting will be Tuesday, April 15, 2014 at 7:30 AM.

Chris Schaefer made and Jeff Albrinck seconded a motion to adjourn the meeting at 9:00 AM.  The motion passed with a 7 yes, 0 no vote.
