Community Improvement Corporation Minutes 11/15/2011
COMMUNITY IMPROVEMENT CORPORATION MEETING
Tuesday, November 15, 2011 at 7:30AM

Evendale Municipal Building, 10500 Reading Road, Evendale, Ohio

Attendees:      Hugh McKinnon, Dave Harwood, Chris Schaefer, Bob Szczur, Al Pearlman, Stiney Vonderhaar, Chris Patterson and Jack Cameron.

Recurring Business:

1.      Approval of Minutes from September 20, 2011 Meeting (1st Schaefer, 2nd Harwood – 6 aye, 0 nae, Smiley-Robertson not present for vote).

2.      Economic Development update.
a.      Chase Bank in Evendale Commons opened last week.  Grand Opening is set for December 6, 2011.
b.      Evendale Commons pursued a potential Office/Research facility for the corner lot next to Chase Bank.  Another site was selected by the company.  In the process, the Village proposed an incentive package that utilized an Enterprise Zone tax abatement and also a Village grant calculated from payroll tax.  Although this deal is ‘dead’ the format of providing this type of incentive was presented to the CIC.

Jack walked through the specific scenario for this office/research deal and presented a spreadsheet based on the projected property tax and earnings tax generation.  This organization of an Enterprise Zone Tax Abatement and grant has been used in some other communities and allows greater flexibility by the community to maximize the possible incentive.

After a discussion about the proposed incentive structure, the CIC asked to have more information about the impact on the school district.  Jack said that he could provide further analysis that shows the impact to the Village, School District, and the company.

Old Business:

1.      Business Ready Evendale Strategy action item update including; zoning code revision status, website, etc.
a.      Bob updated the group and advised that Chapter 1248 (Commercial) and Chapter 1252 (Office/Research) and completed in draft form by the Zoning Code Working Group.  He will continue to keep the CIC updated.
b.      Jack briefly explained that the website is back on track after the recent delay.

2.      Village Landing – Jack noted that there is no new activity.

3.      Village Crossings – discussions are ongoing but nothing to report at this time.

Other:

1.      CIC asked that a letter be sent to Carolyn expressing gratitude for her time and service to the CIC.
