Community Improvement Corporation Minutes 12/07/2010
COMMUNITY IMPROVEMENT CORPORATION MEETING
Tuesday, December 7, 2010 at 7:30AM

Evendale Municipal Building, 10500 Reading Road, Evendale, Ohio

Attendees:      Hugh McKinnon, Stiney Vonderhaar, Carolyn Smiley-Robertson, Chris Schaefer, Dave Harwood, Al Pearlman and Jack Cameron.  Bob Szczur previously indicated he would not be able to attend.

Recurring Business:

1.      Approval of Minutes from October 5, 2010 Meeting (1st Schaefer, 2nd Harwood – 6 aye, 0 nae).

2.      Economic Development update.
        a.      Jack updated on various projects or noteworthy items.  Gold Medal products was awarded the Hamilton County Development Company’s Economic Development project of the year, GE Aviation continues to have plans reviewed and permits issued for work on their existing                                 buildings, Wing Eye Care is moving their headquarters to the Evendale Office Condos, So Low Environmental is nearing completion of their expansion, kinetic vision is now operating out of their office at Evendale Commons.
        b.      Jack noted that a workshop of Council and Planning Commission was held this past Saturday with the developers of Evendale Commons to talk about the state of the project.  Some discussion ensued about the market for office on the project and specifically about the multi story             building concept along Glendale-Milford Road.  The developers indicated that the market for multi-story offices is not viable and not what we can expect to happen on the site.  Stiney Vonderhaar did not agree with this assessment of the market.  Al Pearlman stated that there are                          projects happening and referred to Omnicare which is considering a site for their office.  Jack should follow-up with the developers to explore this lead.  Chris Schaefer outlined the outcome of the workshop.  The developer is to provide back to Planning Commission a revised                     concept plan with suggested changes to the land uses.  Planning Commission will consider proposed site plan changes which will include some shift of office areas to allow retail, office/distribution and also some inclusion of strictly office on the large A-2 retail lot next to Wal Mart.                 As part of the review by the Village, Front Street Analytics will prepare an economic impact analysis to compare the current site plan with the proposed site plan.  Jack is scheduled to meet with Aaron Whittaker and Mike Ricke (Anchor Properties) on December 23rd to discuss this                 analysis.

Old Business:

1.      FSA Project
        a.      Business Ready Evendale Strategy
                i.      Village Council adopted the plan at their regular meeting on November 11th.  Now the CIC needs to move forward with the action items from the strategy.  Jack outlined that the Zoning Code is the first of these items to get done.  The Zoning Code sets the stage for other                          action items which include; Development Ready Guide and Design Character Cookbook.  The Zoning Code will take several months to complete and will run mainly through Planning Commission.  The Design Character Cookbook will not be able to be completed until the                              Zoning Code work is done but the Development Ready Guide can get started.
                ii.     Al stated his concerns that the website changes are not part of the initial action items and he feels that is absolutely necessary to get done.  Hugh and other members also stated that they felt the website changes were paramount to get done and this was the most visible                                 face of the Village and those looking to do business with the Village.  The website needs to be welcoming and easy to navigate and right now it is not.
                iii.    Jack explained that the funding was put in place to address the Zoning Code, Development Ready Guide and Design Character Cookbook but the website changes were not part of the requested budget.  Jack will explore and report back at the next CIC meeting what is                            possible.
                iv.     Al also suggested that facebook and other social media uses are very popular and should be considered.  Jack stated that the Village has recently reviewed social media uses for Village activities and it presents several challenges with records retention and proper                                        management of content.  The Village’s current policy is no social media.  Social media will continue to be considered.
        b.      Project area updates
                i.      Village Crossings – the Evendale Medical Center continues to explore their possible expansion; however, they are currently waiting until 2011 to have further discussions with Al. Neyer.  As soon as new information is available Jack will update the CIC.
        c.      PSA updates
                i.      St. Rita Lane brochure – Jack is meeting with Aaron Whittaker on December 23rd to go over Planning Commission’s suggested changes.  As part of the preparation of a brochure the property value, purchase price, and ‘For Sale’ sign need to be finalized.
