Community Improvement Corporation Minutes 03/02/2009
COMMUNITY IMPROVEMENT CORPORATION MEETING
Monday, March 2 at 7:30 A.M.

Evendale Municipal Building, 10500 Reading Road, Evendale, Ohio

Attendees:      Natalie Greulich, Al Pearlman, Hugh McKinnon, Dave Harwood, Doug Lohmeier, Stiney Vonderhaar, Jeff Albrinck, Dick Shaffer, Jack Cameron

Recurring Business:

1.      Approval of Minutes from February 3, 2009 Meeting
        a.      (1st McKinnon, 2nd Vonderhaar – 6 yae, 0 nae, Albrinck arrived at 7:32am)

2.      Economic Development update
        a.      Social Security office presentation at February Planning Commission meeting and next review to be at March PC meeting.
                i.      CIC still wants letter sent per February discussion.  Letter was not sent last month.  Jack to make sure that gets done before the March PC Meeting
                ii.     Doug Lohmeier offered Solicitor’s opinion regarding the PC review.

Old Business:

1.      Norfolk Southern request to access Medallion Drive
        a.      Discussion ensued which outlined requirements should the Village wish to agree to this connection; right turn only onto Medallion, paved driveways to control dirt/debris, control of dirt/debris, better understanding of the layout of connection/access, egress only, future traffic                                 concerns and accommodations, possibility of getting option on developable property that NS owns next to Gold Medal.
        b.      Most CIC members felt that there was value to be gained by getting an option on available property south of Gold Medal and we should explore that possibility.
        c.      Al Pearlman stated that he has heard enough from Gold Medal on their strong objection that he is not interested in going contrary to one of our biggest employers.
        d.      Motion was made (Albrinck 1st, Harwood 2nd) to contact Gold Medal and see if an option on that property made them think differently about the issue.  If Gold Medal is interested the comprehensive list of conditions should be discussed with Norfolk Southern.  If Gold Medal is not                         interested that should be reported back to CIC for further direction from CIC.  Motion passed (6 yae, 1 nae-Pearlman).

2.      Economic Development consultant, staffing or the like
        a.      Jack presented thoughts on economic development and recommendations, attached.
        b.      CIC had discussion in regard to role of CIC in economic development, general role of CIC’s and expectations of this discussion on economic development.
        c.      Jack to have survey requested of Center for Local Govt. on CIC’s.
        d.      Discussion tabled to next month for all to give thought for another month.

3.      Review of Role/Mission Statement of CIC
        a.      Tabled until April.

4.      Landbanking (Marketing Existing Sites & Future Landbank Sites)
        a.      Tabled until April.
