April 13, 2004 Meeting Minutes

Chair, Edward French, called the meeting to order

Meetings of January 13, 2004 minutes were read.  Wayne Wilcox
moved/Scott Malloch 2nd, minutes approved as amended.  5:0

Meeting of April 2, 2004 minutes were read.  Scott Malloch
moved/Wayne Wilcox 2nd, minutes approved as amended.  5:0

    I     Margaret McGarvey, on behalf of “The Commons”, seeking
           Certificate of Appropriateness for the west façade of their
          Building located at 49 Water Street. (Hayscale Building) which
           is on the National Register of Historic Places.  The building
           IS in the local Historic District.

Ms. McGarvey had previously appeared before the Board on
October 16 and November 6, 2003 for a Certificate of
Appropriateness for the East and North façade.

After beginning restoration work on the West façade, it was
      determined that in fact the First Floor Façade would need to
     be re-built.  At this time, the applicants needed to submit an
      amendment to their application.

In reviewing the current, rebuilt façade, the following changes
To the original were noted:

Additional supports were added on either side of the
existing structural columns, below the beam carrying the
second floor masonry, causing the doorways to narrow.
The metal cornice was removed and replaced with a
     small awning/roof.
The wood storefront windows were replaced with vinyl
     Composition assemblies.
The detailed trim was replaced with Hardi-board flat trim.

Ms McGarvey requested that the Board approve the changes
      and issue a modified Certificate of Appropriateness for the
     project.

Dispostion:  Ellen Angel moved/Wayne Wilcox 2nd. To table
     the discussion until an on-site meeting to determine revisions
     to the current façade to be required by the Board.  Motion passed 5:0
