To Our Customers:
 
The Passamaquoddy Water District will be filing revised rate schedules with the Maine Public
Utilities Commission to be effective November 20, 2009.
 
The proposed rate change is being filed pursuant to Section 307 of Title 35-A of the Maine Revised
Statutes.
 
The increase is necessary to meet its operating and debt service costs which have increased while
revenue has not.  A loss of $39,014 was reported for 2008, and a much greater loss is anticipated
for 2009.  Estimated increases by customer class follows:
 
            Residential                                                       $   73,.358        18.6%
            Commercial                                                             7,682        18.6%
            Industrial                                                                     740        18.6%
            Public Authorities                                                     7,211        18.6%
            Public Fire Protection                                             41,832        18.6%
            Private Fire Protection                                              8,076        18.6%

To present your views on this proposed increase, you may participate in one of two ways:
 
                1.         You may petition to intervene.  If your petition to intervene is granted, you will be
                             a party with the right to participate formally in the hearings and in negotiations. 
                              Your petition must be made in writing and must state the name and docket number
                             of this proceeding, and the manner in which you are affected by the proceedings.  
                              Your petition must also include a short and plain statement of the nature and
                              extent of the participation you seek, and a statement of the nature of the evidence
                             or argument you intend to submit.  Your petition must be received by the
                              Administrative Director, Public Utilities Commission, 18 State Street, Augusta, ME
                              04333-0018, no later than November 20, 2009.  You must send a copy of your
                              petition to Passamaquoddy Water District, 56 Water Street, Eastport, ME 04631.
 
                2.         You may appear as a public witness at a hearing, if a hearing is held, and give
                              your views on the proposed increase.  If you with to request that the Commission
                              hold a hearing, you must file a written request with the Administrative Director at
                              the above address by November 20, 2009.
 
                If you request that your name be added to the mailing list as an interested person you will
                  receive notice of the time and place of any hearings, including public witness hearing, held
                  in this case.  Persons who request a hearing will automatically been added to the mailing
                  list as an interested person.
