Present: Lain Smith, Roz Diamond, Joyce Ikonnikow Absent: Andrea Aldana, Fred Guidi
Non-members present: Barry Clifford, Transfer Station Manager; Current self-selected Swap Shop Volunteers Janet Wacht, Judy Kolbert, Lori Hovenstine, and Dottie Root (from Orleans, who said she was “grandfathered” in as Volunteer by the Selectmen when the Transfer Station entry was changed to Eastham residents only). Linda Weisner was unable to attend but expressed interest in learning the results of the meeting. Eastham resident Eileen Morgan also attended. Non-Members Absent: In May of 2014, Recycling Committee members made various stops at the Swap Shop to obtain the names and contact info for the then self-selected volunteers for future communication with them. Volunteers identified at that time, but who did not attend this meeting are: Norma Murray, Jack Pavel, Terri Alarie, Terri
and Ed Dufresne, Nancy Cleary.
Charge to the Recycling Committee from the BOS regarding the Swap Shop:
….“The Committee shall assist the Transfer Station Manager with the development of volunteer work hours, operating hours, and regulations for the Swap Shop…The Committee shall consider existing regulations, by-laws, policies, and procedures in developing their proposals and shall include in any proposal, as necessary, any enforcement recommendations or methods and costs and savings anticipated by implementation”…
As part of fulfilling this Charge, 3 members of the Recycling Committee – Lian Smith, Joyce Ikonnikow, and Roz Diamond - met on January 29, 2014 at 9 AM at the Swap Shop, after a two-week time period of posting this meeting, with some of the existing volunteers and any interested community residents.
Committee Chair Person Lian Smith read the Charge to the Committee from the BOS to those present. She then stated that the purpose of this meeting was to obtain feedback from current volunteers and community residents on Swap Shop protocols, operations, volunteer selection and training processes, and anything else of concern/interest to those attending, including any recommendations for improvement of current conditions.
Key Discussion Points:
- Physical condition of building
- All present expressed concern for the weather conditions inside the building
- In winter, very cold inside. Need for insulation, at a minimum.
- In summer, need windows that work to let air in. Also, need to Install ceiling fan before next summer.
- Janet Wacht expressed need for more volunteers. On Saturday and Sunday mornings in particular.
- Those volunteers present were unanimous in stating that volunteers could not be “selected” by application process but rather could only be identified by regularly showing up to do the work.
- Unanimous that there was not only no need for a specific schedule as to which volunteer(s) would work when, but that such a schedule, if it were to be implemented, would not be used. Current volunteers like the flexibility of arriving whenever they can and staying as long as they want.
- Current hours of 9-2 on Wednesday, Saturday, and Sunday were deemed by the volunteers to be appropriate and sufficient.
- They also expressed interest in having Swap Shop open the same hours as the Transfer Station, if enough volunteers were available
- According to Volunteers, signs are ignored. Putting up more would not be effective.
- Lori Hovenstine expressed the opinion that when the Swap Shop was located at the end of the Transfer Station, the items left in it were of better quality than what is received now that it is the first stop on the recycling route.
- Everyone was invited to attend any and all future Recycling Committee meetings held monthly, second Tuesday of the month, at 5:30 PM at Town Hall.
