Non-members present: Nan Balmer, Linda Burt, Neil Andres, David Quinn
David Quinn, Solid Waste Coordinator for Barnstable County, introduced himself to the Committee, and outlined his responsibilities for Barnstable County. His position was created about a year ago, and it is funded by both the Cape Cod Commission and by Barnstable County to help towns on Cape develop effective methods to control costs of trash disposal, which are expected to double by 2014, and to increase recycling. David has an M.A. in Urban Environmental Planning from Tufts University.
Key discussion points, decisions:
- 131 towns in MA have already instituted a Pay As You Throw (PAYT) system
- 7,100 communities nationwide has such a program
- David can assist us in developing options for Eastham based on cost analysis:
- Estimated 1,660 pounds of trash per Eastham household (sticker holders)
- 3847 Eastham transfer station stickers sold last year
- Private haulers: Town could implement Bylaw mandating private haulers to provide bundled services, i.e. one cost to collect both trash and separated recyclables
- MA DEP provides grants to towns that have PAYT if they also have bundled private hauler fees
- Wellfleet received a $17,000 grant for use to educate Wellfleetian businesses to recycling benefits
- State Law – By 2014, any business or organization that generates more than a ton of organics per week cannot add that waste to trash. Must do composting or anaerobic digestion.
- New recycling component for textiles – Eastham to begin this on Wednesday, Feb 13. Town will receive $100/ton (from Bay State Textiles) for separated textiles that are not wet, smelly, or oily.
- Need educational flyers for Eastham residents. David Quinn offered to assist Committee in educational activities, including on the new recycling of textiles.
- Composting Workshop to be held May 8 in Truro
