The Chair of the Planning Board called the meeting to order at 4:00 pm.

Discussion – District C
The Board reviewed the list of uses and ideas of what uses the Planning Board would like District C to included, to look like and the rationale for changes (attached). This compilation would be used as supporting documentation in moving forward. Mike Cole updated the Board with the conversations he has had with Leslie Richardson and Sharon Rooney of the Cape Cod Commission regarding their potential contributions and guidance to the Planning Boards initiatives in both the short term (ATM 2011) and long term (ATM 2012).

As a short-term goal, the Planning Board wishes to amend the Zoning Bylaw to allow for more lower-impact by-right uses in District C, such as technology and research and design, while maintaining the true integrity of the district as Industrial. Similarly, the Board is enthusiastic about pursuing a “taking” of Holmes Road. This action would be the centerpiece of a public works economic development initiative, by creating/freeing more developable land in District C. The Planning Board discussed adopting the Cape Cod Commission’s Land Use Vision Map identifying Holmes Road as an industrial core area. The Vision Map guides the application of new, flexible Development of Regional Impact (DRI) thresholds and supports the adoption of a local impact fee system to provide infrastructure funding.

As a long-term goal, the Planning Board wishes to amend the Zoning Bylaw to allow for a traditional mixed-use development on the town-owned Purcell property to act as the village center “core” of the larger North Eastham area. The Cape Cod Commission can help provide the experience and guidance that the Town needs in this planning initiative. The Commission has experience with Development Agreements and can help facilitate not only critical infrastructure but also economic and aesthetic benefits to the Town. They have the technical abilities to create visualizations and assist the Planning Board in adopting the form-based zoning as recommended by Stantec, and also integrating contextual design guidelines for such large-scale developments as Planning Board regulations.  

The Planning Board would like to coordinate a joint meeting with the Cape Cod Commission to show the Town the Commission’s experience and what they can offer to Eastham through District Local Technical Assistance or Barnstable County's Cape Cod Economic Development Council which fosters year-round economic health of a community and region.
