Planning Board Members Present: Don Andersen, Michael Cole, Dan Coppelman, Leslie-Ann Morse, Tom Johnson, Lisa Panaccione, Howard Sandler, John Knox-Alternate, Lee Verrone-Alternate

Reorganization
Discussion about whether to hold reorganization at a Wednesday meeting or at a work session.

Howard Sandler nominated Mike Cole to serve another year as Chairman and Seconded by Don Andersen.
The Vote:  5-1-1.  In Favor:  Andersen, Coppelman, Johnson, Panaccione, Sandler
Opposed:  Morse
Abstained: Cole
Motion Passed

Howard Sandler nominated Don Andersen to serve another year as Vice-Chairman and Seconded by Leslie-Ann Morse.
The Vote:  6-0-1.  In Favor:  Cole, Coppelman, Johnson, Morse, Panaccione, Sandler
Opposed:  None
Abstained: Andersen
Motion Passed

Planning Board Rules and Regulations
A MOTION to adopt the Eastham Planning Board Rules and Regulations as presented was made by Tom Johnson and Seconded by Don Andersen.
The Vote:  7-0.  In Favor:  Andersen, Cole, Coppelman, Johnson, Morse, Panaccione, Sandler
Opposed:  None
Motion Passed

Open Meeting Law and Conflict of Interest Law
General discussion of the recently updated state laws. All members of the Planning Board have taken the ethics quiz online, including the recently appointed members. Discussion about avoiding email amongst members and conflicts when a member is an abutter to a case.

Priorities List (attached)
Leslie Morse wanted to add a sunset clause for special permits. This would void any old, un- or partially- exercised special permits.

Sign Code – goal to include on 2011 ATM warrant. Has Chamber of Commerce input, needs broader review. Lisa to help Don with process. Research alternative enforcement mechanisms.

District C – Document the demand for more space and potential development ideas (Howard). Linked to NEVC.

Residential Site Plan Approval  – Review how RSPA is working. Research adding waiver provision. To be discussed further within next few months.

MGL 40A §6 – Leslie indicates that many lots are prohibited from development by Title V so the PB must research zoning mechanisms to restrict over development once a municipal water system is in place.

‘Detrimental to the Neighbor’ – Educate the Board on the criteria in determining a project relative to  ‘Detrimental to the Neighbor’ (Tom)

Increasing Frontage Requirements – Too late to do anything now (per Howard and Leslie).

Road Takings – Dan to work with BoHS on betterment policy

‘Farmstand’ Definition and Zoning Violations – Sarah to present to Board; updates to be in accordance with state statutes.

Low priorities: covered deck definition, housing animals, tables, table of uses, 2015 LCP preps

Community Planning Forum
September 25, 2010 10-12pm at Town Hall. Topics: Sign Code, North Eastham Village Center, Trades/Technology Park – District C, Industrial District, Town Water and Development Implications

North Eastham Village Center
Discussion f how the Planning Board wants to proceed with zoning regulations for the NEVC and if they want to undertake at all. Wasby, French and Smith updated the Planning Board of the Board of Selectmen’s meeting on 7/21/10 where the BoS indicated that they were to just do single family affordable housing on the parcel. Discussed Tom Johnson’s discussion points (attached). To be discussed further on 8/3/10 at 4 pm.
