Chairman Michael Cole opened the meeting at 5:00 p.m., announced purpose and protocols.
Article ##: To see if the town will vote to amend the Eastham Zoning By-law Section V
Uses, District H- Wellfield Protection District by adding a new #5 to read as follows:
5. Non-Commercial camping on town-owned land by permission of the Board of
Selectmen under regulations developed by them for this purpose.
or take any action relative thereto.

Chairman read proposed Amendment to Zoning Bylaw Section V.
Discussion - Howard Sandler opened the discussion by stating that he felt that sanitation and fires will be handled appropriately. Selectman Martin McDonald summarized intent of proposal, insurance issues, Fire Department permit, notify Police Department, access, control sanitary facilities. He further noted that specific regulations have not been discussed by the Board of Selectmen.
Jean Rapose of Eastham wondered about the "non-commercial" language and wondered if "non-profit"was better. Martin McDonald stated that "non-profit" is OK. Intended for youth organizations. Discussion followed. Town Planner said that the existing definitions found in Section III for "camp" and "campground" imply commercial operations and this differentiates from those types of operations.
Betty Vautrinot, Secretary of the local Boy Scout Troop supports the By-law and looks forward to an equitable agreement for everyone.
Dan Coppelman wondered about the term "Youth" and the Board agree that it sound be left to the Selectmen to decide according to their permit process.
Michael Cole stated that passive recreation is close to the intent. Town Planner points out District H on Zoning Map.
Michael Cole discussed Section VIII - Prohibited Uses and discussed potential conflicts. Camp and campground are commercial activities.
A MOTION to endorse Article to amend V.H. and vote to Board of Selectmen for inclusion on Town Warrant made by Leslie-Ann Morse, seconded by Dan Coppelman.

Article ## To see if the Town will vote to amend Section III of the Town of Eastham Zoning
By-laws by adding the following definitions in appropriate alphabetical order:
Non-Commercial Scale Solar Energy Electrical Generators – Non-Commercial Scale
Solar Energy Electrical Generators shall mean any Accessory Solar Energy Facility with
five (5) kilowatts or less capacity, or which exceeds five (5) kilowatts capacity and is
designed to produce fifty (50) percent or more of its energy for the principal on-site use.
Commercial Scale Solar Energy Electrical Generators – Commercial Scale Solar
Energy Electrical Generators shall mean any Solar Energy Facility which exceeds five (5)
kilowatts capacity and is designed to produce more than fifty (50) percent of its energy
for off-site use.
And further, to see if the Town will vote to amend Section V of the Town of Eastham Zoning By-laws by adding the following language after the sentence: "In each zoning district, premises and buildings may be used for the following purposes only:"
All Districts – Non-Commercial Scale Solar Energy Electrical Generators. Special
Permits may be sought for Commercial Scale Solar Energy Electrical Generators in all
districts pursuant to Section XIII, Site Plan Approval – Special Permit.

Discussion of PV panels and size (KW)
Martin McDonald – Noted that approximately 10,000 sq. ft. of unobstructed roof space is needed for 100 KW
Further discussion of size/limit/capacity. Leslie-Ann Morse is concerned about a lack of an upper limit on by-right systems.
Howard Sandler suggested that the Board may be overthinking the language and that it is self-limiting. Craig Nightingale noted that PV systems are not generally massive or bulky. Howard Sandler said that it can be tweaked or eliminated if it becomes a by-law.
A MOTION to endorse the Solar Energy by-laws as presented by Selectmen by Howard Sandler, seconded by Craig Nightingale.
