PLANNING BOARD
OCTOBER 10, 2007
MINUTES

        
Members Present:   Howard Sandler-Chairman, Leslie Ann Morse-Vice Chairman, Craig Nightingale-Clerk, Debbie Abbott, Michael Cole, Peter McDonald, and Tom Johnson-Alternate
Members Absent: Kevin Holland and Don Andersen-Alternate


Chairman Howard Sandler called the meeting to order at 5:00 PM. 


Residential Site Plan Approval  
Case  #PB 2007-25  - Nancy L. Macris, seeks residential site plan approval under Eastham Zoning By-Laws Section IX.G2 to construct a free-standing garage/boathouse with attic for future finish of two bunk rooms and bath on property at 1750 Nauset Road, Map 9 Parcel 405.  This application serves as a replacement of application PB2005-26 which was withdrawn without prejudice.

Applicant and/or representative not present.

Chairman said the Building Inspector, Frank DeFelice, the Assistant Town Administrator, Michael Ferreira and he had met with Lauren McKean, Community Planner, Cape Cod National Seashore.  The Board was provided with a letter with building area calculations from George E. Price, Jr., Superintendent, United States Department of the Interior, National Park Service, Cape Cod National Seashore dated October 4, 1970 as an outcome of that meeting.  Chairman Sandler pointed out that these are the accurate and final calculations.  The 2005 Site Plan Phase II has been extinguished as two (2) years has now passed.  The Building Inspector is aware that the approval time for Phase II of the applicant’s building plan has now expired.   The Cape Cod National Seashore has given the applicant Phase I generously.  The Health Officer, Jane Crowley has indicated the applicant will need a new septic system.  

Chairman Sandler requested that this current correspondence from the Cape Cod National Seashore and the Case Review/Summary prepared by the Assistant Town Administrator in the absence of a Town Planner be sent to the applicant, Nancy L. Macris, for reveiw.

A MOTION was made by Mr. Cole, seconded by Ms. Morse to continue this case until the November Planning Board meeting.  
Peter McDonald recused himself from voting.
VOTE: Unanimous (6-0):   Abbott, Andersen, Cole, Morse, Nightingale, Sandler

Application for Endorsement of Approval Not Required Plan
PB2007-26 - Town of Eastham, requests endorsement of Plan of Land in Eastham, MA showing a division of Lot 25 Plan Book 11, Page 7 , Registry of Deeds Volume 10685, Page 342, drawn by Ryder & Wilcox, Inc., P.E. & P.L.S., So. Orleans, MA, Registration No. 36867, Job No. 10029 dated 12/08/06.  Lot 25A is not a buildable lot but is to be combined with the adjoining land owned by George A. Yarsley, III and Lynn D. Yarsley.  Lot 25B is not a buildable lot but is to be combined with the adjoining land owned by Michael A. Dora, Sr. and Jo-Ann M. Dora.  

A MOTION was made by Ms. Morse, seconded by Peter McDonald to endorse ANR  #PB2007-26.  
VOTE: Unanimous (7-0): Abbott, Andersen, Cole, McDonald, Morse, Nightingale, Sandler

A MOTION was made by Mr. Cole, seconded by Mr. Nightingale to approve the September 12, 2007 minutes.
VOTE: Unanimous (7-0): Abbott, Andersen, Cole, McDonald, Morse, Nightingale, Sandler

No other business presented.

A MOTION was made by Ms. Abbott, seconded by Ms. Morse to adjourn.  All in favor.
Meeting adjourned at 5:15 p.m.
