MEETING MINUTES

Howard Sandler, Chairman called the Public Hearing to order at 5:00 PM
REVIEW OF TOWN MEETING WARRANT ARTICLES
ARTICLE 3 – SIGN CODE
The Board reviewed the amended Sign Code.
A motion was made by Peter McDonald and seconded by Kevin Holland to endorse the amended Sign Code.
All in favor: (6) Sandler, Cole, Nightingale, McDonald, Abbott, placeCityHolland.
Motion carried.
ARTICLE 1 – PRIVATE WIND ENERGY FACILITIES BYLAW
The Board reviewed the new bylaw addition.
Recommendations:
· Sliding scale for minimum lot requirements
· Change the sound requirements to 30 db(A)+/- 10 db(A)
· Add section about ice throw
A motion was made by Peter McDonald and seconded by Kevin Holland to endorse the amended Private Wind Facilities Energy Bylaw.
All in favor: (6) Sandler, Cole, Nightingale, McDonald, Abbott and placeCityHolland.
Motion carried.
ARTICLE 2 – PUBLIC WIND ENERGY FACILITIES BYLAW
The Board reviewed the new bylaw addition.
Recommendations:
· Change set back requirements
· Change the sound requirements
· Add section about ice throw
· More research needed on vibration and ambient sound level
PersonNameGwen Pelletier of the Energy Committee offered an amended version of the bylaw in the form of the State Model Bylaw composed by the Massachusetts Division of Energy Resources and the Massachusetts Executive office of Environmental Affairs.
The Board decided that a decision can not be made at this point on the endorsement of the Public Wind Energy Facilities Bylaw.
A Motion was made by Kevin Holland and seconded by Peter McDonald to revisit the Public Wind Energy Facilities Bylaw.
A motion was made by Kevin Holland and seconded by Mike Cole to adjourn the meeting at 7:20 p.m.
All in favor: Unanimous
