Open Space Minutes 3/19/2014
Open Space Committee Town of Eastham Minutes
March 19th 2014


Meeting began at 7:05pm. Members present: Bob Gurney(chair){Peter Wade, (CPA Rep) Bob Jacovino, Bob Cook ,Karen Baker, Guests present; Sheila Vanderhoef(Town Administrator) and Marty McDonald(BOS) Henry Lind(Eastham Conservation Foundation)
The minutes of the previous meeting were read and accepted with no changes. Memorial Bench Policy The original designated areas for placement of benches have
been used up. Bob Cook and offered suggestions for new area to place benches
however, other members  questioned when would the expansion of memorial benches cease. A motion was then made to table discussion until next meeting. Motion seconded and passed.

Open Space and Recreation Report
Dick Hilmer has met with other departments and interested people to discuss the report. The report must be completed and sent to the State by April 15th. Any comments should be made to Dick ASAP

The Harris Property(Dyer Prince)
This will be on the warrant for Town meeting. A discussion took place of the benefits to the town  and how to best utilize the property A motion was made and seconded  and passed unanimously to support the article at Town meeting

Other business:
CPA funds
Peter discussed the use of CPA funds of which 10% must be used for open space. He also touched upon the various uses of CPA funds and  various ways to purchase open space.

Henry Lind spoke about private land trusts and use of them to obtain and protect open space, There will be a CPA meeting March 26th here at town Hall.

A presentation of maps of Town owned land and available properties were shown . Open space committee would use these as starting points for open space opportunities.
Dick Hilmer gave thanks to Henry Lind for attending and enlightening us on the Eastham Conservation Foundation.
Peter Wade will look into various options to protect open space lands. Peter asked Henry re:purchasing a c.r. versus buying property Less expensive to use C.R.

Wiley Park Entrance

Karen Baker will speak with Mr. Neil Andres regarding the options for designs and locations of the signage for Wiley park

SANDY MEADOW: Dick Hilmer explained in the original parking area the path to the entrance of Sandy Meadow goes up an incline  which would have to be cut down to make easy access. If we were to move the parking area slightly south we could  cut an easier path about 17ft of just vegetation with out having to move earth. He then reviewed the construction plans and said he would be walking the area Sunday morning if anyone would like to join.
