Open Space Committee Minutes 06/04/08
Open Space Committee
Draft Minutes from meeting 6-4-08
Members Present: Frank Dobek, Sue Haley, Bob Cook, Glen Collins, Sue Horton for first 15 minutes
Staff Present: Rachel Hutchinson, Henry Lind
Others present: Steve Gulrich

Meeting was brought to order at 6 PM.

Mr. Collins made a motion to accept minutes after one minor typo correction was pointed out by Mr. Dobek and corrected. Ms. Haley seconded and all approved.

An update was provided on the bridge between Wiley Park and Nickerson property.  The new town DPW supervisor took a look and provided some suggestions on how to make it ADD compliant. The department can do the work in house in approximately 3-4 days.

Mr. Lind provided an overview of the initiative to plant specimen trees along the entryway to Wiley Park. The new DPW supervisor is also an arborist and was able to take a look at the project area and provide some advice and support. It looks like some large 4 foot root ball specimens might be available through Barnstable County.

Discussion ensued on the plant labels. Many small edits were suggested and agreed upon. The committee liked the etchings over the photos. Mr. Gulrich will send USDA images to the Natural Resource Office. Mr. Collins will send the edited labels to the Natural Resource Office as well. Ms. Haley offered take all the edits and images and play with the layout of the labels.

A landscape contractor is being sought to do some significant felling of trees at Wiley Park as part of the Fire Management Plan.

The Baldwin property abutting Rock Harbor is up for sale and the Town is communicating with the owners to present interest in acquiring the property. There is a state Self Help Grant available, which has funds available up to $500,000 for purchase of land for conservation purposes. The deadline is the 15th of July.  Mr. Lind will schedule a meeting to prepare the application. The Town has proceeded with getting two appraisals, which are necessary prerequisites.

The Natural Resource Office is working on the update to the Open Space Recreation Plan. Since the last submission (which the state did not receive), there are new requirements that must be addressed.

Mr. Collins asked whether the committee should be preparing a proposal for the community Preservation Act. Mr. Lind replied that any additional funds to supplement the self-help grant would have to come from this funding source. Mr. Collins will keep this at the forefront.

The next meeting was set for 6/25 at Town Hall at 6 pm.

Respectfully submitted,

Sue Haley
