Open Space Committee                                    April 26, 2006/7:30 pm
Eastham Town Hall

Present:  Judy Brainerd, Laura Freeman, Sue Horton, Sue Haley, Glen Collins, Dave Read and Katelyn Merrill

Approval of Meeting Minutes: Dave moved and Sue Horton seconded to approve the March 22, 2006 meeting minutes APPROVED: unanimously

Land Acquisition
Judy mentioned that she saw some surveyors flagging along Dyer Prence Road near the Baldwin Harris property. It was decided that Judy would send the Baldwin Harris group a letter reiterating our interest in obtaining that property for open space.

Open Space Management
Wiley Park Bridge
The ADA variance appeal was denied. The board indicated they would be more willing to grant a variance for the slope of the ramps being 1:6 rather than the variance from having it not be ADA accessible at all.

Katelyn investigated some different bridge designs – there is a company that makes a bridge to spec and sends a kit out. It’s called a pedestrian “Rainbow Bridge”. The kit takes 4-6 weeks to arrive. We are in a period of request for reconsideration with the Architectural Access Review Board. We will still need to request a variance from the ADA for the slope with a rainbow bridge– until that point we can’t fully choose a bridge design. The state has 30 days to respond to our request for reconsideration.

Realistically the bridge won’t get built until the fall when the town has the resources to put the bridge together and the herring are no longer an issue.

The Open Space CPA Article at Town Meeting
There is a CPA meeting tomorrow about how the CPA articles will be addressed at town meeting. The town meeting is next Monday. The BOS are presenting the articles. Our Committee should be ready to answer any questions the general public may have about our article. Sue Haley is our sign expert – she volunteered to address any questions people may have.

Glen questioned Article 24 on the warrant – it doesn’t seem that the debt payment for Aschettino counts as the 10% open space category. He questioned the legality of that.

Wiley Park Status
Work has come to a halt. The paths are cleared – funding has been set aside in the fall to go in with a huge chipper to get rid of the rest of the deadfall.



Old Business
O.S. Committee Membership
We still have an open position. Loretta told the Friends that we have an open position hoping to spark some interest. Bob Cook put in his application, but no word yet on his appointment.

Open Space Plan
Jim from Natural Resources has gone through the whole plan and checked it and he will be pulling together all the maps. He and Katelyn will go through the edits and put the maps together and mail it up to the state.

New Business
Katelyn has a green grant deadline coming up in August. It is a $700 grant – the display case at Wiley Park is at the top of the list of ideas to spend the grant money on. The idea being that we can open it and change the information in the case.

1651Forest
Sue reports they tried to have a meeting, but no quorum. They will try again  on May 18th to have a meeting. There is a planting scheduled for May 6th. Understory plantings are on the horizon.

Conservation Commission
Glen and Katelyn report that there have been many enforcement orders issued and some fines issued for violations.

Community Preservation Act Committee
They meet tomorrow night to discuss Town Meeting and the presentation of the CPA articles.
