OPEN SPACE COMMITTEE
MINUTES FROM MEETING 3/23/05

Minutes from February meeting approved.

Land Acquisition - No new properties to consider.

Open Space Management – Judy handout out some material compiled on ADA guidelines for trail & bridge construction, which should be helpful with the construction of bridge on Mumford property. Sources contacted were National Park Service and PACE.  The next step should be the Eastham Building Inspector.

Laura Freeman’s company, Schofield Brothers, will proceed on engineering work for the bridge.

There will be a Cape Cod Pathways clean up on June 4th. The Committee will host a clean up at Hatch property. Prior to this, Committee members will meet to look over the property to determine extent of work.

Wiley Park has had extensive storm damage from the severe winter. Looks really unkempt. Town will need to clean up as time allows. No observed damage to new plantings in “Town Forest”.

People are not picking up after their dogs at Wiley Park and it is looking really trashy. Discussion ensured on installing two plastic bag dispensers to help encourage dog owners to clean up after their animals. One would be located in main parking area near trailhead and the other at the Bridge Pond entrance. Signage may also need to be explored. It was also suggested that due to the abundant snow and cold winter, the waste products may have built up and not disintegrated as might normally occur. Natural Resource Office will look into installing dispensers.

Cluster Zoning – The Planning Board considered a proposal for a cluster zoning by-law at their last meeting.  The Board determined that more work needed to be done on the wording of the by-law before voting on it, and before it goes to Town Meeting.

Judy Brainerd handed out the site plan for the McShane Development on Brackett Rd. It is a very high density 40B development with the only “open space” being that set aside for alternative waste management system.

Old Business – Terry Whalen reviewed our Eastham Open Space and Recreation Plan and made some editing changes.  The Plan needs more sign-offs from the Town before going on to the Cape Cod Commission for review. With Terry Whalen gone, there are concerns about who will maintain the Open Space web page.

Town Forest – A sub-committee was formed to make modifications and seek compromise on the Forest Management Plan. Also, The Nauset Garden Club gave $1000 to the Friends of the Town Forest and they have decided to purchase books on relative subject matter for the schools and public library. Sue Haley provided a resource list of appropriate titles.

Conservation Commission – No notable news. They will likely get a number of requests for revetments this year due to extensive erosion on the bay side.
