Open Space Committee                                    June 30, 2004 / 7:30 pm
Present:        George Abbott, Judy Brainerd, Glen Collins, Laura Freeman, Sue Haley, Keith Johnson and Dave Read.
Approval of Meeting Minutes
MOTION: George moved and Dave seconded to approve the May 26, 2004 meeting minutes.
                   APPROVED.
Committee Reorganization
Dave moved and Sue Haley seconded to appoint Judy Brainerd as Committee Chairman
Approved: unanimously
Glenn moved and Dave seconded to appoint George Abbott as Vice Chairman.
Approved: unanimously
Dave moved and Sue Haley seconded to appoint Laura Freeman as Clerk.
Approved: unanimously
Land Acquisition
Fletcher Property on Harmes Way
Several committee members made it out to view the property. There are various issues such as access and parking which make the parcel unattractive as a town purchase. However, the Audubon is aware that Mr. Fletcher is looking to sell the property and is interested in possibly purchasing the property themselves.
White Property
The end of the dirt cul-de-sac on the White property is a hang out for teenagers to drink beer. Blocking off the dirt road to cars with a staggered split rail fence was suggested, however, we can’t put up anything on the property until the town buys it.
Hatch, White and Mumford Properties
The town has not purchased the three properties bought at last spring’s town meeting. Discussion ensued and it was decided Judy and George would talk to Linda Burt about moving forward with the purchases as soon as possible.
Mumford Bridge
It was noted that we can’t apply for any grant money to construct a bridge until we own the property.
Open Space Management Plan
Open Space & Recreation Plan Update
Keith says the maps have gone to Sir Speedy – we are waiting on those to finish up the plan.
Open Space Brochure
Keith has made templates for the inserts and will have them ready for the next meeting.
1651 Forest
George reported that the white pines are doing well and the Nauset Garden Club donated $1,000 with the stipulation that $750 is to be spent on additional elm trees.
Conservation Commission
Glen said there is nothing unusual to report other than the continued heavy backlog.
New Business: Community Preservation Act (CPA)
George and Keith attended a talk given by Senator O’Leary with respect to the recently approved changes to the CPA. Each town has to adopt/approve the CPA to gain eligibility for the CPA funds and must set up a 15 member Community Preservation Act Committee made up of 5 members from the Land Bank Committee, 5 members from the Affordable Housing Task Force and 5 members from the Historical Commission. The Committee would be charged with deciding where to spend 70% of the CPA funds.  George will try and get more information for our next meeting.

Next Meeting:   Our next open space meetings will be September 22, 2004 at 7:30 pm. unless we need to meet ahead of time, in which case the next meeting would be on July 28, 2004.

MOTION:         George made a motion to adjourn. Dave seconded.  APPROVED unanimously.
