INTER-MUNICIPAL COOPERATION COMMITTEE
MINUTES - THURSDAY, NOVEMBER 19 2009 - 10:00 A.M.


Provincetown Town Hall, 16 Jerome Smith Road, Provincetown, MA

David Schropfer convened the meeting at 10:00 A.M. noting the following people in attendance:

David Schropfer, Eastham Selectman; Ira Wood, Wellfleet Selectman Paul Sieloff, Wellfleet Town Administrator; Sharon Lynn, Provincetown Town Manager; Michele Couture, Provincetown Board of Selectman; Tom Coen, Provincetown Finance Committee, Pam Nolan, Truro Town Administrator;  Maureen Cronin, Peter Graham, Wellfleet Finance Committee, and Vernon Porter, Secretary to Provincetown Board of Selectmen.

The following are minutes in brief. 

AGENDA ITEM
1)  Comments from Members – None at this time.
2)  A.  Police Departments – Open discussion ensued.

Towns of Provincetown and Truro are only in preliminary stage at this point.  Dave Schropfer -Wellfleet and Eastham are doing a study, and will disseminate this report to the towns not involved in the study. 

       B. Joint Purchasing
            Report on various uses of County purchasing:
            Pam – County purchasing – port-a-potties for beaches.
Paul – Handed out information pamphlets on the Town of Wellfleet Recycling

Open discussing ensued.  No motions made.

3)  Old Business

RMV closing – Finalized letter will be sent to each town so that each select board can sign the signature page and return to be attached to original letter. Suggested additional copies to: Department of Elder Services, ADA and Veteran’s Administration.

4)  New Business

Public Communications – citizens may wish to be kept abreast of what is happening.  Starting with this meeting all Town Administrators are asked to post “all current and past” approved minutes on the Inter-Municipal Committee on their town websites and to provide copies to the Chair of Finance Committee of their town.  Also send copies of these minutes to their representative on the Cape Cod Commission and the Assembly of Delegates.

Peter Graham – gave update on NSTAR.  NSTAR has sent a letter to both Eastham and Wellfleet announcing the start of defoliating under wires of vegetation that could grow to 10 feet or more.  Contact should be made with Paul Niedzwiecki, Executive Director, Cape Cod Commission regarding DCPC designation for the area.  Peter Graham and Dave to follow-up

GASB-45.  No discussion.  Could invite Mark Foley at a later date to discuss post-employment benefits.

Discussion of possible public meeting to update citizens at a later date.

Next meetings will be Thursday at 10 AM on January 7, 2010 in the Wellfleet Senior Center.  

Motion to adjourn by Michele Couture at 11:15 AM. seconded by Pam Nolan. Passed unanimously.
