MINUTES OF MEETING - TUESDAY, MARCH 19, 2009 - 10:00 A.M.

The meeting was called to order at 10:04 a.m.
Chairman David Schropfer [Marker]welcomed the committee members and introduced Clay Schofield of the Cape Cod Commission. Mr. Schofield introduced Karst Hoogeboom, Facilities Manager of the National Parks Service, and then gave a brief overview of the purpose of today’s presentation and introduced Mr. Scott Lian of the Volpe Transportation Center in Cambridge.
Mr. Lian explained that the main purpose of his presentation was to bring before the Regionalization Committee that the National Parks Service (NPS) Cape Cod National Seashore (CCNS) have partnered with the Cape Cod Regional Transit Authority (CCRTA), the public service transit provided on Cape Cod, to develop the Provincetown/Truro shuttle and the Flex, and is sponsoring a feasibility study for a potential vehicle maintenance facility to be located on the Outer Cape.
In his presentation Mr. Lian covered the following topics: Regional Benefits; Scope of Study (what would be included and/or necessary in order to establish a baseline for an Outer Cape Maintenance and Fueling Facility); Near-term CCRTA Outer Cape Fleet Inventory; Alternative Fuels; Accommodating Shared Use – Study Needs (Who is interested? – Potential Benefits); Potential Facility Features (Tandem bay with lift, Vehicle Storage, washing facility, renewable and conventional fueling, secure facility, specialized equipment).
The Volpe Center is preparing a questionnaire for each Town, and will distribute it to the appropriate Town Administrators to have their point persons fill them out and return as soon as possible.

David Guertin, DPW Director, submitted a concept proposal and plan dating back to 2007 on a Shared Facility w/ the Park Service that was driven by the town's use of the existing DPW facility for affordable housing and the Park's need for a new fueling facility. Though dated, the matrix would still reflect the operational elements that would hold true today and may be helpful as a baseline.
Chairman Schropfer thanked Mr. Schofield, Mr. Hoogeboom and Mr. Lian for attending today’s meeting, and for the information presentation.
Sharing of Transfer Station - Most towns do not think this will fly … have Board of Health issues. Next step - Have Town Managers get together with DPW Directors, then talk to Health Agents.
Next meetings will be Wednesday, April 22, 2009 @ 10 AM in Eastham. The May meeting will be on May 12, 2009 @ 2 PM in Truro with special guest Superintendent Mike Gradone.
