of Eastham, Wellfleet, Truro and Provincetown

Present: Sheila Vanderhoef, Eastham Town Administrator; David Schropfer, Eastham Selectman;
Sharon Lynn, Provincetown Town Administrator; Michele Couture, Provincetown Selectman;
Pam Nolan, Truro Town Administrator; Curtis Hartman, Truro Selectman;
Paul Sieloff, Wellfleet Town Administrator; Ira Wood, Wellfleet Selectman
The meeting was called to order at 3:00 p.m.
Date and Time for regular meetings & rotating location schedule
It was agreed that dates and times for future sub-committee meetings will be as follows:
December 3, 2008 10:00 a.m. -Truro Town Hall;
December 17, 2008 10:00 a.m.-Wellfleet Town Hall;
January 6 or 13, 2009 (tentative)-Provincetown Town Hall
The Committee, at the suggestion of Wellfleet Selectman Ira Wood, agreed to conduct their meetings in one hour.
Chair selection
It was agreed that Eastham Selectman, David Schropfer will Chair the Inter-Municipal Cooperation Subcommittee.
Discussion- Cost Savings methods/options
The Committee discussed ideas and ways to regionalize services between the towns and not duplicate services. Some of the ideas discussed were: school regionalization; sharing capital improvement items; notifying each town of job openings in order to see if the position could be regionalized; sharing computer services; sharing the gas and diesel fuel truck that Truro received for free for fuel deliveries in the other towns; staggering days that Town libraries could be open, so that at least one is open on any given day; sharing dispatch, police, fire and ambulance services; sharing electrical and plumbing inspector services as well as shellfish warden and health agent services; sharing equipment and personnel expertise; working a 4 day workweek; and, holding required employee seminars in one place at one time for all
four towns.
Noted was the fact that Hazardous Waste pick up was shared with Eastham and Orleans this past summer.
It was suggested that it would be beneficial for the Committee to invite State Representative, Sarah Peake, as well as Barnstable County Administrator, Mr. Mark Zielinski, to a future meeting. It was also suggested that each town’s Finance Committee attend future meetings. Wellfleet Selectman Ira Wood stated that the State should be involved to encourage the Committee to do this work, and that the Committee should lobby the State Legislature to pay the towns for this work.
Other Business
It was noted that the Cape Cod Chamber of Commerce will be holding an Economic Summit on November 14, 2008 at Cape Cod Community College. Sheila Vanderhoef asked if anyone else would like to attend. Sharon Lynn, Provincetown Town Administrator, stated that she would. Other members stated they would like to receive the memo sent out regarding this summit. (handouts attached)
