MINUTES
EASTHAM BOARD OF HEALTH WORKSHOP
TUESDAY, OCTOBER 15, 2014 AT 8:30pm
Present: Dr. James Taylor, Chair, Dr. Martin Haspel, Beverly Knox, Dr. Joanna Buffington, Jane Crowley, Susan Barker
Absent: Glenn Olsen

I. OPENING STATEMENTS
• There are three upcoming Flu Clinics: o October 16th 1pm-4pm at the Eastham Town Hall
o October 22nd 9-12 at the Council on Ageing
o October 30th 8-11 at the Nauset Regional High School

• There has been a problem with the online registration for the flu clinics. You do not have to pre-register in order to get a flu shot. Please bring your insurance card and identification in order to make the registration move more quickly. Insurance is not required in order to get your flu shot.
• There will also be an emergency planning exercise preformed on October 30th at Nauset Regional High school.
• ES&M has been working at the landfill to try and determine the depth of various aquifers. They are ultimately trying to determine the extent of the contamination from the landfill.
• ES&M is also considering conducting a neighborhood septic system study. The purpose of this study is to determine if any1,4 Dioxane contamination is coming from personal septic systems. The Health Department is hoping for data from the monitoring wells on this study before Thanksgiving

II. CONTINUANCE
Review o East Cape Engineering requested a review on proposed changes to the Bayside Cottages at 265 Turnip Rd. East Cape Engineering proposed to deconstruct a single bedroom from two separate dwellings and the construction of a new and separate two bedroom dwelling. The property has an existing 18 bedroom deed restriction which would not be over utilized with this new construction.

Dr. Martin Haspel motioned to accept the variance with the following conditions:
1. Continued monitoring under general use approval conditions per DEP regulations including testing quarterly (or 2 times per year for seasonal use) for total nitrogen, BOD, TSS, Nitrate-nitrogen not to exceed 19 mg/L. After 2 years period of time reduction of testing could be requested to BOH by owner.

Beverly Knox seconded this motion.

III. CORRESPONDENCE & OTHER INFORMATION
• Fertilizer Regulation
o The Board of Health discussed adding an appeal process to the Fertilizer Regulations. This would allow the public to express their opinion on the regulation. It would also create a more delicate way of introducing the regulation so that the public dose not feel that this regulation is being unfairly mandated with out opportunity for appeal.
o It was also discussed amongst the Board of Health to enforce the regulations using education instead of fines. The Board of Health would also like a warning to be given to violators before a fine is presented.
o On November 20th 2014 there will be a Public Hearing to discuss the fertilizer regulations and allow the public to voice their opinion, questions and concerns about fertilizer regulations.
• The Board of Health accepted the proposed Board of Health meeting dates for 2015.
