EASTHAM BOARD OF HEALTH WORKSHOP
TUESDAY, AUGUST 13, 2014 AT 9AM

Present: Dr. James Taylor, Chair, Dr. Martin Haspel, Jane Crowley, Beverly Knox, Susan Barker, Dr. Joanna Buffington
Absent: Glenn Olson

I. OPENING STATEMENTS
There was a historically high participation at the hazardous waste collection this year.
o Survey data showed that mail outs were the most successful way to get people involved
o It is also thought that the more people are aware of the water problems and this may have helped increased participation as well.  35% of the participants were new participant.  75% of the participants were resident

Upcoming event- Pond Education and Volunteer Appreciation Day ( Friday, September 5th 10:00am-12:30om)
o Participants are welcome to bring in their own aquatic plants for identification. This will be a hands on workshop
o There will be updates on the pond study as well as a workshop to identify different invasive pond species.
A Citizen who lives in Eastham held a private event to promote awareness of the ponds in eastham. The citizen collected and donated $462 to the Eastham Preservation Pond study. A gift fund is being created for this money.

II. WINDMILL WEEKEND

Topics and information the BOH would like to have represented in their windmill weekend tent on Saturday, August 6th:

- phasize water issues, pond issues and progress we are making.
- Lime disease education
- Sun safety
- Blood pressure tests

Water Management committee will also have a tent with the following information:
- Water management brochures
- Fertilizer brochures
- Pond study brochures
- Lake and pond guides
- Hazardous waste brochures
- Waste water report

II. TEMPORARY LIBRARY TRAILERS
Daniel Pallotta, the project manager for the temporary library trailers presented the project forecast.
- Due to lack of alternative choices the temp library trailers will be located in the Town Hall parking lot behind the backstop.
- Proposing a 2,000 gal tight tank which will be pumped on regular basis.
- Waste water could not be disposed of on site therefore, a tight tank is the best solution which follows all guidelines.
- The tight tanks will be alarmed and sub surfaced so that it won't freeze.
- Proposed to start working on the trailers after Labor Day.
- Should take 14 -16 moths to build however, this is all dependent on when water gets hooked up to the building
- Proposed as an 18 month to 2 yr project
- Approve under temporary use only

Dr. Martin Haspel motioned to accept the review with the following conditions:

1. The area should be considered an office space which requires 162 gpd x 500% capacity for a tight tank= 810 gpd. A 2000 gal tight tank to be provided.

2. DEP water supply approval required for proposed temporary trailer use.
3. The trailers will be for temporary library use only for 24 months.
4. All plumbing subject to Eastham Plumbing inspectors approval.
5. Well connection to be performed by licensed well driller.
6. Water to be tested for VOC and Routine analysis.
7. Tight tank installation to require permit and applicable inspections prior to certificate of compliance including:
        - 24 hour tight test
        - Testing of alarms
        - Written statement to method and frequency of septic pumping and other criteria as required in 310 CMR 15.260

Beverly Knox seconded the motion
