MINUTES
EASTHAM BOARD OF HEALTH WORKSHOP
WEDNESDAY, May 14, 2014 AT 9:00AM

Present: Dr. Joanna Buffington, Dr. Martin Haspel, Dr. James Taylor, Chair, Jane Crowley, Beverly Knox
Absent: Susan Barker, Glenn Olson

I.
OPENING STATEMENTS
The laboratory pickup date has changed and there will be a fee increase as of July, 7 2014.

II.
VARIENCE
Ron and Gail Edson requested variance on the upgrade of a failed 1978 code sewage disposal system serving an existing 3 Bedroom dwelling at 25 Split Rail Rd.
Variance requested:
1)
10’ +/- to the required 100’ setback for proposed soil absorption system to edge os wetland. (90’+/- set back proposed)

Board approved plan as presented with the following conditions:
1)
No increase in flow allowed
2)
Deed restriction to 3 bedroom
3)
Any increase in habitable square footage to require abutter notification and BOH review

III.
MUNICUPLE WATER UPDATE
Sheila Vanderhof, Jane Crowley and the consultants have been discussing the following:

The need to develop maps for the town of who is getting water first.

Building only what has been discussed so far in the plans for the municipal water.

Permitting

Construction and building timelines

Conservation land could be a foreseeable problem

There will be no environmental impact

IV.
CORRESPONDENCE & OTHER INFORMATION

Devise a strategic plan illustrating the procedures and goals for the first and second years of the town water project

Develop a information sheet for the public on the available information on 1,4 dioxane.


V.
OTHER BUSINESS
Neal Andres recommended the following BOH regulation in regard to the Solid Waste Regulations:

Accept Waste for out of town

Update and add to the list of materials accepted by the DPW

Prohibit removal of items from the swap shop for express resale

Make the Swap Shop volunteers a subcommittee of the Landfill Committie
