EASTHAM BOARD OF HEALTH WORKSHOP
TUESDAY, OCTOBER 16, 2012 AT 9:00AM
Present: Dr. James Taylor, Chair, Dr. Joanna Buffington, Dr. Martin Haspel, Beverly Knox, Jane Crowley, Susan Barker
Not Present: Pat LaRiviere, Vice Chair
I. OPENING STATEMENTS
Jane Crowley:
· The first Flu Clinic held on October 11, 2012 went very smoothly.
o The VNA dispensed 126 shots which is about the same as last year.
o 108 pre-registered and the balance were walk-ins
o A suggestion was made to have a link to the clinic announcement and the registration web site on the Health Page of the Town of Eastham website in addition to the link on the Home Page of the Town website.
o The 2nd Flu Clinic will be held on October 18, 2012 at the COA
o A 3rd clinic will be held at the Nauset Regional High School for students and employees. An Emergency Management Drill will also be conducted at the same time.
o Thank you to the VNA and all the nurses who participated!
Dr. James Taylor asked if there had been any feedback from Windmill Weekend. Everyone confirmed that the feedback received had been positive. Dr. Taylor noted that for the future he would like to have more information presented on Septic Systems, in a way to attract people. The presentation should be interactive. We should this in mind as we plan for future events.
II. PHOSPHOROUS IN EASTHAM’S FRESHWATER PONDS
Jane Crowley updated the BOH regarding the scheduled treatment of Herring Pond:
· The treatment was funded through the CPA
· The planning for this has been going on for years
· Treatment is based on many variables in the pond and testing is done constantly to ensure all variables are right prior to the treatment
· Based on the variables, there is a very small window of time for the treatment
· Tests taken 2 months ago indicated that all variables were a go and so the plan was to treat the pond during October 11th through the 17th of 2012
· Tests taken on October 11th indicated that the PH level on the surface was too high at 9.6 and 3 feet down was also in the high 9’s. The PH level should be neutral.
· Testing continues daily to see if the PH will neutralize before the temperatures get too cold and the winds too high.
· Updates are posted on the Town of Eastham website daily and notifications of both the planned treatment and the delay were sent to the properties abutting the pond
Sandy Bayne advised Jane Crowley of the fact that Ken Kimmell, head of the DEP is a summer resident of Eastham and that he is very interested in the current pond situations. Jane has mailed some reports and documents to Mr. Kimmell for his information and possible help on our project.
III. CAPE COD WATER PROTECTION COLLABORATIVE REPORT – PRIORTIZATION OF PROJECTS
Jane handed out correspondence regarding this Advisory Board. Jane is the Eastham Representative on the Board and each town on the Cape has 1 vote. The charge of the Board has been to work with the Towns of the Cape to find out what the towns want and need. The Chair of the Board, Larry Ballantine, Harwich BOS, has documented the town’s requests which include:
· Funding
· Strategy
· Education
· Support
The Board’s focus is on what we can do not what we can’t. Jane asked the BOH to review the handouts and to advise her of any thoughts and ideas they may have.
On the Board, Jane is pushing the reclassification of Rock Harbor.
Dr. James Taylor suggested that the EBOH meet with neighboring Board of Healths – Provincetown, Truro, Wellfleet, to discuss issues being faced in each town and what can we do to help each other.
IV. EASTHAM BOARD OF HEALTH REGULATIONS REVIEW
How do we approach this review? After a discussion, it was determined that we should first organize the topics as information about a topic can be found in various sections and that we should organize the Septic System topic first.
Dr. Taylor asked Jane, Susan and Laurie to work on that organization and once the Septic System section is done, share it with the BOH to review and determine if anything should be added, amended or deleted.
V. BOH – ANNUAL MEETINGS WITH CONSERVATION AND PLANNING
Jane Crowley and Jeff Thibodeau have identified November 8, 2012 as a day that works for the 3 boards. The 2 times Jane and Jeff thought would be best would be 10AM or 2PM and the EBOH felt that the 2PM time worked best for most.
Jane will review this with Jeff and if still OK, book the meeting and advise all.
Dr. James Taylor noted that many situations that are reviewed by all 3 departments cross over to each department and they share the same problems and issues. The objective of these meetings would be to educate all on each department’s guidelines and goals and to discuss the challenges that each face in their roles.
Dr. Taylor reminded the committee members to ID issues they would like to discuss at this Joint meeting. Please send them to Jane Crowley so that she can prepare an agenda with Jeff Thibodeau.
VI. OTHER BUSINESS AND CORRESPONDENCE
Jane Crowley handed out a copy of a proposed amendment to Eastham’s Conservation Commissions regulations for everyone’s information. A meeting will be held to discuss this amendment and anyone who is interested is invited to attend.
Jane is meeting with the Water Management Committee today at 2PM regarding phosphorous. Roger Dumas has drafted a proposal that will be discussed at the meeting. Anyone is invited to attend. If anyone on the BOH have comments that they would like Jane to share at the meeting, please let her know.
Jane confirmed that there has not been an update to any legal issues involving the EBOH.
VII. APPROVAL OF MINUTES

Dr. James Taylor made the motion to approve the minutes of August 20, 2012.
Beverly Knox seconded the motion.
