MINUTES
BOARD OF HEALTH
THURSDAY, June 24, 2004

PRESENT:        
Paul Lothrop, Felix Conte, Dr. James Taylor, Joyce Gibson, Jane Crowley, Health Agent                    
( Stan Holt absent )

Paul Lothrop, Chairman opened the meeting at 3:00p.m.

I.      OPENING STATEMENTS:
        
Dr. Taylor commented on the plans for the Roach property which include 18 houses  to be built. He stated this would be an ideal area for a cluster septic system.
Paul Lothrop said Jason Ellis had designed such a system for that property. Paul also  stated the  town brought this property for a town well when it was needed, not for housing.
Dr. Taylor made the motion to send a letter  to the Board of Selectman stating that the Board recommends a cluster Septic system be installed for this property when building  any houses. Felix Conte seconded the motion.    Vote 4-0 in favor .

Keith Johnson, Deputy Natural Resource Officer addressed the Board about the procedures of the Conservation Commission concerning plans submitted.  He stated that most applicants go before the Commission than before the BOH.   The Commission has hearings already scheduled for August.

Paul Lothrop asked if the Commission or the BOH can restrict pesticides on lawns etc.
Jane Crowley said she believed that must be done by the Zoning Board.

Paul also said it would be a good idea to generate a  message to all homeowners that septic systems should be pump every 3 years.
Jane Crowley told the Board that the Town has a web site for all departments and a message about septic systems and maintenance could be put on the this site.

Felix Conte informed the Board that his term had expired .  This would be his last meeting. The Chairman and members of the Board thanked him for his service and wished him well.

 III.   ITEMS FOR REVIEW:

Attorney Robert Lawless presented plans to build a two bedroom house on a lot where  a dwelling had been demolished.  The proposed new dwelling would be 1472 sq. ft. in size.  The Board approved the plans with these conditions:

1.  Add alternative treatment to the existing septic system under remedial use approval.
2.  No expansion to the footprint and no expansion beyond 1472 square feet in size
3.  2 bedroom deed restriction and alternative technology recorded on deed.
4.  Owner must sign well disclaimer form.
5.  Maintenance contract for life of system and testing requirement for remedial use approval.

Dr. Taylor made the motion to approve the plans with the 5 conditions.
Joyce Gibson seconded the motion.    Vote was 4-0 in favor.

WATER PROJECT PRESENTATION:

Courtney Grundmayer / Americorps Cape Cod Volunteer upgraded the Board about the 10 year study monitoring the nitrate levels of 59 private water wells. The 10 year study currently underway will provide a consistent and accurate look at the trends of Eastham’s nitrate levels in drinking water over a time.

Courtney submitted all of the samples test results in the four years of the study from 2001-2004. She stated this project is functioning well as an overview of general nitrate levels in the town of Eastham. It seems that the levels , while decreasing slightly, are remaining fairly constant, although individually results seem erratic. Courtney said what is most challenging to consider is attempting to sort out the variables of each well to better understand why nitrate levels vary so much throughout the town. Th movement of groundwater and placement of septic systems are clearly involved, although one cannot scientifically state at this time just how each well is affected by septic systems. As more becomes known about the direction of the groundwater movement in the town of Eastham, that information should be taken into consideration for the purposes of this study.

The Chairman and the members of the Board thanked, Courtney for all her work and the excellent presentation.

The meeting was adjourned at 5:35.
