EASTHAM BOARD OF HEALTH
MARCH 13, 2003 3:P.M.
PRESENT: Paul Lothrop, Stan Holt, Dr. James Taylor, Felix Conte, Jane
Crowley, Health Agent - (Joyce Gibson absent)
Paul Lothrop, Chairman opened the meeting at 3:05
OPENING STATEMENTS:
Stan Holt stated he was concern about not plowing private roads. He questioned what happens if there is an emergency on a private road and it has not been plowed. The Health Agent said she would invite the Fire Chief, Glen Olson to the next Board of Health meeting to inform the Board about the procedure in case of an emergency.
VARIANCES:
1. George Nolan 31 Bayberry Lane Map-13 Parcel-157
Jason Ellis presented the plans to upgrade the septic system. The plan submitted requests for well set back reduction variances. The Board approved the plans with these conditions:
Routine water quality tests and voc water quality tests results be provided for proposed well locations on map-13 parcel-158, map-13 parcel-163 and map13 parcel 162, map-13 parcel-156 to assure potability of water supply.
UV disinfection treatment required with annual bulb replacement and maintenance as per manufactures instructions insure proper function.
No increase in flow design be allowed.
The plan is subject to DEP approval.
The plan is subject to Conservation Commission approval.
Applicant be required to submit quarterly test results to the Eastham Health Department on the following (if used year round or prorated equivalent)on effluent for a period of 2 years minimum: PH, BOD, TSS, NITRATE and TOTAL NITROGEN. After two years of monitoring and at the request of the owner the testing requirement may be reduced. All data shall be submitted within 30 days of sampling date.
Deed restriction to 3 bedrooms
No increase to footprint or increase in square footage afer the addition for which plans were submitted.
Felix Conte made the motion to approve the plans with the recommended 8 conditions. Dr. James Taylor seconded the motion. The vote was 4-0 for approval.
2. George Hill 12 Bayberry Lane Map-13 Parcel-171
John O’Reilly presented the plan to upgrade the septic system. The Board recommended that pressure dosing and relocating the well be included in the plans.
This project will be continued at the next Board of Health Meeting Thursday,
March 27, 2003.
3. Elsie Larsen 825 Kingsbury Beach Road` Map-10 Parcel-19
John O’Reilly presented the plan to upgrade the septic system . The Board recommended that pressure dosing and deed restriction be included in the plans.
This project will be continued at the next Board of Health Meeting on Thursday, March 27, 2003.
II. REVIEW:
DePoalo 30 Lee Court Map-11 Parcel-180
Timothy Brady asked the Board to review the plans for a proposed addition. The Board
asked the Health Agent to consult with the Town Counsel concerning what authority
the Board has in recommending septic systems in a environmentally sensitive area.
This plan review will be continued at the next Board of Health Meeting on Thursday,
March 27, 2993.
III. CORRESPONDENCE / OTHER INFORMATION:
Home Oil and Storage Tank Variance Form ( APPROVED )
Road Maintenance Products (Board suggested new signs be posted on roads when using cutback asphalt. People are concern about oil being used)
Potassium Iodide Stockpiling and Distribution ( Board agreed a plan needs to be developed. This will be done at a later date.)
IV. MINUTES :
January 30, 2003 will be reviewed at the next meeting.
