EASTHAM BOARD OF HEALTH
AUGUST 28, 2003
PRESENT: Felix Conte, Joyce Gibson, Stan Holt, Paul Lothrop, Dr. James Taylor, Jane Crowley, Health Agent
Paul Lothrop , Chairman opened the meeting at 3:05
OPENING STATEMENTS:
Stan Holt had questions concerning the portable toilets used at Campground Beach during the summer. He had received a complaint from an abutter to the property about overflow into the parking area. The Health Agent stated there had not been any complaints submitted to the Health Department. She would report the matter to the Public Works Department.
VARIANCES:

Ryder & Wilcox sent a memo to the Board requesting the hearing on this property be continued to September 25, 2003 BOH Meeting. the Board granted the request 5-0 in favor.
Douglas McClosky 90 Bay Road Map-7 Parcel-536
Jane Crowley stated the Health Department had received from Felco Engineering a request to continue the variance hearing for McCloskey until September 25, 2003. She recommended that Felco Engineering withdraw the request since the hearing for this property had been continued from the June 26, 2003 BOH meeting. Felco must notify the abutters again by certified mail and the Health Department must re- advertise the hearing. The Board agreed with the recommendation made by the Health Agent. 5-0 in favor.
DISCUSSION
Felco Engineering requested that the discussion on the Emerson property 355 Mill Road Map - 11 Parcel - 581 be held at the Thursday September 25, 2003 BOH Meeting. The Board granted the request 5-0.
CORRESPONDENCE/OTHER INFORMATION:
1. A copy of a letter sent to to Mr. Thomas Conrad, Principal of Nauset High School on August 12, 2003 asking information about the products being used to eliminate grubs at the fields was submitted to the Board. The Chairman asked the Health Agent if there had been any response from Mr. Conrad the Principal of Nauset Regional High School about what alternative pesticide was being used at the facility to control grubs. Jane said the Health Department had not received any response but would look into the matter.
Information about Ultraviolet Disinfection was given to the Board copied from Environment Cape Cod - Vol.4 - No1 - December 2001. The article was entitled the Effectiveness of Ultraviolet Light for Disinfection of Wastewater Effluent from a Recirculating Sand Filter. A copy of the U.S. Public Health Policy Statement on Use of the Ultraviolet Process for Disinfection of Drinking water was also given to the Board.
3. A pamphlet about the Health Care Forum to be held September 27. 2003 was given to the Board. The intent of the forum is to describe and discuss the overall state of Health Care on the lower cape today and what may be needed in the future. Stan Holt pointed out dental care should also be included in the program to inform the public of services available.
4. Jimmy’s D’s Monthly report was submitted concerning the CRYSTAL -AIR MODEL LD 3X3 Concealed Air Cleaning System. All units were cleaned and checked .
5. New Well Variance Form and a New Form for Deed Restriction for Property served by Alternative Septic System were submitted to the Board for approval. The Board recommended the Town Attorney review the forms. The Health Agent agreed to consult with th Town Attorney and have these forms review before issuing any of them.
The meeting was adjourned at 4:05 and the Board went into Executive Session.
