EASTHAM COMMUNITY PRESERVATION COMMITTEE
Meeting: December 6, 2007
Attendance: Henry Curtis, Kathryn Sette, Cheryl Gayle, Elizabeth Simmons, Glenn Collins, Peter McDonald, Sue Horton, and David Skiba, Members; and Carol Martin, Selectmen’s liaison
The minutes of November 15, 2007, were approved with one correction in the spelling of the name of David Payor. Voted 6/0/1.
Old Business: The subject of the Swift-Daley House and the 2007 CPA funding were discussed. Hank reported that bids are necessary and that money should be dispensed for payment requests. The Committee maintains that the presumed requirement of prevailing wage law and the propriety of issuing funds to a contractor for an applicant need to be addressed. The members shall research the matter in anticipation of inviting the Town Administrator to a future meeting. The utilization of grant agreements also need to be explored.
Eight (8) applications were received for funding in 2008:
1. Restoration of Historic Front Porch of Eastham Library;
2. Request for $300,000.00 for EHA to acquire single or multifamily home or land;
3. Window Replacement for EHA existing duplexes and Fay Shook apartments;
4. Vital Records/Historic Plaque Preservation;
5. Gravestone Conservation;
6. Windmill Restoration Project;
7. Town Hall Window Restoration Project; and
8. Swift-Daley Museum Restoration.
The members discussed the Town Clerk’s request for approximately $30,000.00 for rehabilitation of “Honor Roll Plaque/Vital Stats/New Shelving/Scanner for Genealogy Requests”.
The next meeting is anticipated for 5:00 on December 10, 2007. If possible, the windmill project and the Eastham Housing authority projects will be discussed. A back up date for meeting will be December 14, 2007, at 5:00 p.m.
