EASTHAM COMMUNITY PRESERVATION COMMITTEE
Meeting: November 15, 2007
Attendance: Kathryn Sette, Cheryl Gayle, Elizabeth Simmons, Glenn Collins, Peter McDonald, Sue Horton, and David Skiba, Members; Carol Martin, Selectmen’s liaison; Kate Alpert, Tom Lennox, David Payor, Lucy Cookson
Tom Lennox spoke for the Eastham Historical Society stating that the 2007 Town Meeting article for the Swift Daley House was halted due to a Town Administration question. David Skiba moved and Liz Simmons seconded that the Town Administrator be asked to state the reasons for the reported halt/dilemma for the Swift-Daley House with the source of authority and possible resolution by November 27, 2007. All members voted in favor. David shall draft a letter for Kathryn.
David Payor, Trustee of the Library, introduced an application to be made for the façade of the historical Library building on Samoset Road. He indicated that this was for the façade only of the existing building and not related to any future renovation or new construction for the Library.
In light of the question regarding the Swift-Daley House and the application deadline of November 30th, the next meetings for the CPC will November 27, 2007, at 5:30 p.m. and December 6, 2007, at 5:30 p.m.
Liz Simmons reported on the Bridgewater State Seminar for Community Preservation Committees. Liz highlighted the definitions of preservation, rehabilitation, restoration, and reconstruction in historical applications. She also highlighted housing issues such as a municipal housing trust fund. Selectman Martin noted that an affordable housing trust fund was being discussed with the Selectmen. David Skiba indicated a present application being made by the Eastham Housing Authority is for funding to be available to acquire properties when they come on to the market. Liz mentioned that throughout the state, much CPA money is being used to purchase community housing.
Kathryn indicated that one of the two (2) signs is in place at the Schoolhouse Museum and that the signs may be allowed only during the construction phase and not thereafter without proper permitting.
Minutes of the last meeting on October 18, 2007 were unanimously approved. David Skiba submitted two (2) Eastham Housing Authority applications to Kathryn Sette as the Acting Chair. One of the applications is for the replacement of windows on five (5) of the existing duplexes while the second is for a fund for the Housing Authority to acquire a new residential property. The meeting was adjourned.
