COMMUNITY PRESERVATION COMMITTEE


Meeting:        August 21, 2007

Attendance:     Members Henry Curtis, Glenn Collins, Cheryl Gayle, Elizabeth Simmons, Peter McDonald and David J. Skiba; Selectmen’s Liaison Carol F. Martin; member of the public Todd Scola, Eastham Historical Society members Gloria Schropfer, Lucy Cookson, and Ed Harnett

Peter recused himself from the Eastham Historical Society discussion.

Gloria and Lucy opened the presentation of the EHS submission requesting the sum of $36,800.00 for work on the old part of the Schoolhouse Museum.  They stated that the entire chimney has been replaced which was an unexpected expense, and the project incurred other unexpected expenses as well.  Now the old roof is leaking, the windows are in poor condition, and the trim and painting also need to be addressed.  The request also includes insulating the attic floor, completing the alarm system and obtaining a new potbellied stove.  

Hank reported that the warrant will close on August 31, 2007, and that the Selectmen did not state opposition to an article being presented.  Cheryl questioned the ability to foresee current needs and whether more would come to light.  Written estimates were obtained and attached to the application.  The members discussed the potential of possibly paring down the proposal and the desirability of a site visit before voting.  The majority of the members appeared to be in support of the full proposal, and Lucy Cookson indicated they did not expect any further requests.  Glenn moved and David seconded that the Community Preservation Committee recommend the application of the Eastham Historical Society, Inc. dated August 8, 2007, as written in the amount of $36,800.00 for a fall Special Town Meeting.  Members decided that a site visit and vote would take place immediately after the meeting.  The membership met at the Schoolhouse Museum with Ed Harnett.  The membership voted 4-0-1 to approve the recommendation with Peter having recused himself and David abstaining.

Prior to departing for the site visit and the vote, the minutes of the August 16, 2007, meeting were approved.  David reported that according to Massachusetts General Laws Chapter 44B, there does not appear to be an annual need for a public hearing to assess the needs, possibilities and resources.  Hank shall notify the newspapers and the Town Information Office relative to the November 30th deadline for the spring 2008 Town Meeting.  Hank will follow up on the question of prevailing wages for Community Preservation Commission projects.  Peter presented pictures of the Salt Pond shed, and he will follow up with Henry Lind relative to future uses of said shed visa-a-vie potential funding from Community Preservation Committee.  The meeting was adjourned.
