COMMUNITY PRESERVATION COMMITTEE


Meeting:        June 21, 2007

Attendance:     Members Henry Curtis, Elizabeth Simmons, Kathryn Sette, Cheryl Gayle,           and David J. Skiba; Derek Burritt from Provincetown Banner; Scott Van
                Ryswood of Eastham Housing Authority

The minutes of the May 17, 2007, meeting were approved with Kathryn Sette abstaining.  Hank serving as Chairman entertained a motion by Cheryl and seconded by David that Kathryn Sette be the Vice-Chairman, which was approved unanimously.  It was confirmed that David Skiba has accepted a six-month position as Secretary/Clerk.

David introduced Scott Van Ryswood from the Housing Authority relative to future requests including the acquisition of an additional rental property in concert with another entity such as Habitat for Humanity; and the replacement of windows.  Scott elaborated upon the need for windows on ten of the thirteen units at a cost ranging between $30,000.00 to $40,000.00, which shall be subject to changes currently taking place in the building code.  Cheryl brought up whether the replacement windows would be preservation and David noted that the statute Chapter 44B includes "preservation of community housing" and that a July 26, 2004, letter from the Department of Revenue to the Town of Chilmark noted that "preservation means protection of property from injury, harm, or destruction".

Scott went on to mention that the Housing Authority may want to take on some more units as rentals possibly through a renovation and that the Housing Authority status with the Orleans Housing Authority as its administrator affords the capacity of adding some more units to the current stock. It was suggested that the Community Preservation Committee may want to look long range for CPA funds such as elderly housing in the North Eastham Village area.

Hank shall check on the availability of CPA applications in Town Hall.
Hank shall also check with the Selectmen relative to the replacement of the Housing Task Force position and if the Housing Task Force is being disbanded, he will ask about a change in the Town by-law as to the make up of the Community Preservation Committee.  Kathryn Sette asked Henry also to pursue an accounting for funds on all projects we have recommended.  

The membership discussed whether applications should be considered at a potential fall meeting.  Kathryn Sette moved to authorize the Chairman to check with the Selectmen on the likelihood of a fall meeting and to make a notice available through the papers that applicants may submit proposals to the Community Preservation Committee for possible consideration at a fall Town Meeting provided that sufficient amount of time is available to the Committee for proper review and report to the Selectmen and Finance Committee.

David will ask the Critical Planning Committee to attend the July 19th meeting to share ideas on Community Preservation funds.  

The members discussed the fact the Historical Society would like to pursue the idea of private property receiving CPA funding for historical preservation.  It was mentioned also that the Schoolhouse project should have a sign recognizing CPA funds, and Hank will ask Peter to see if the applicants would establish such a sign.  Kathryn Sette will research the cost of producing signs.

The next meeting will be July 19, 2007, at 5:30 p.m. with the following meeting slated for August 16, 2007, at 5:30 p.m.
