COMMUNITY PRESERVATION COMMITTEE
Meeting: April 19, 2007

The minutes of the March 22, and March 30, 2007, meetings were approved, with Cheryl and Peter abstaining on the vote.
The Seabury-Sparrow House recommendation and the Cape Codder newspaper article were discussed. Kathryn indicated that the Historical Society was to write a rebuttal letter in support, and it was noted that some members of the Committee would speak on their own on behalf of the proposal at Town Meeting. Lou Roy, as all applicants, should be available for questions on the requested applications.
David noted that the vote on the North Eastham Village concept Article 22 relative to the Community Preservation Committee was inaccurate, and Glenn will address Town Meeting to clarify that the CPC vote was 6-0 for Article 22.
Glenn met with PACE regarding the bridge project and the PACE Committee has some concerns about the remaining trails to the bridge and accessibility.
Glenn asked all CPC members to sit near one another at Town Meeting and indicated that the Community Preservation Coalition had requested an opportunity to put forward their request for funding from the Eastham Community Preservation Committee funds.
It was decided that the next meeting shall be May 17, 2007, at 5:30 p.m. A discussion regarding open space funding and the question of whether CPA administrative funds could be requested for appraisals on such open space purchases ensued. The question really relates to whether someone else's appraisal comes within the realm of operating and administrative expenses of the Community Preservation Committee. It was decided that a committee might come to the Community Preservation Committee to request such expenditure for consideration by the Community Preservation Committee. Glenn mentioned that housing advocates such as Habitat or the Lower Cape Cod Community Development Corporation should come to meetings to discuss proposals for community housing. Liz shall ask Vicky Goldsmith of Habitat for
Humanity to attend the May 17, 2007, meeting, and Glenn shall pursue a listing of Town lots that may be available.
David mentioned that the Eastham Housing Authority likely would present an application for replacement of ninety (90) windows at its units in Eastham. Cheryl inquired whether replacement windows would come under the definition of preservation. After the meeting David located a letter in the Community Preservation Fund Budgeting and Finance Issues memorandum of October, 2005, which included a letter from the Department of Revenue to the Chilmark Housing Committee dated July 26, 2004, that states "preservation is defined to mean protection of property from injury, harm, or destruction but not including maintenance".
